AMTRAK • Authorizes $9.7 Billion over 5 Years • $5.315 Billion to Amtrak for Capital Grants • $2.949 Billion to Amtrak for Operating Grants • $1.404 Billion to Retire Debt
INTERCITY PASSENGER RAIL • $1.9 Billion for State Capital Investment Grants • FY 2009-2013 • $325 Million for Congestion Capital Grants • FY 2010-FY 2013 (States and/or Amtrak) • 80/20 Federal/State Cost Share
HIGH SPEED RAIL • $1.5 Billion over 5 Years to States and/or Amtrak to develop high-speed rail (110 mph) • Directs DOT to conduct RFP to develop, build and operate high-speed rail systems in 11 corridors, including NEC from Washington, DC to NYC • $5 million for preliminary engineering for the best approach in each corridor
NORTHEAST CORRIDOR (NEC) • Provides 100% federal funding for State of Good Repair (SOGR) • $60 million for Baltimore Tunnel Alignment • Creates NEC Infrastructure and Operations Advisory Commission
RAIL SAFETY • Authorize $1.6 Billion for Rail Safety Programs • $50 Million per year for “Positive Train Control” technology • Authorize $3 million annually for highway-rail grade crossing safety grants • Authorize $5 million annually for safety improvements to railroad infrastructure
