Participation in NCMA by Government Employees • March 30: requested Advisory Opinion from Office of Government Ethics • Government employee “Do’s and Don’ts” • April 30: Received response from OGE • Good understanding of standards of conduct • References JERs so referred to DOD SOCO • June and September: Follow-up contacts with DOD GC Standards of Conduct office (SOCO) • October 1: Draft “Open letter” to Government employees • October 7 (dated Oct 1): response received from SOCO • Can’t supply advisory opinion • Issued FAQs to DAEOs on subject • October 19: memo from NCMA GC to provide legal context and support to “open letter” • October 27: Advocacy Committee reviewed and recommended NCMA issue “Open Letter”

  2. Motion • Moved: That the Executive Director issue the “Open Letter” to Government Employees (version of October 14 as approved by the Board) on behalf of the Association via means recommended by the Association staff.
