Proposed State Legislative Initiative NG1 – State Income Tax Exemption Proposed – Current North Dakota National Guard members shall be exempt from North Dakota State Income Tax to include the portion of federal active duty compensation that is combat pay exempted from federal income tax, as well as any pay associated with basic military training, annual training, and/or professional military developmental education. Current – If you are a ND resident and a National Guard member mobilized for federal active duty you are allowed to deduct your federal duty compensation to calculate your ND taxable income. National Statistics – xx out of 50 states have similar National Guard State Income Tax legislation to support their Airman and Soldiers
Proposed State Legislative Initiative NG2 – Life Insurance Premiums Proposed – Current North Dakota National Guard members would be reimbursed or supplemented for their SSLI monthly premiums. Current– No benefit for North Dakota National Guard members. National Statistics – xx out of 50 states have similar National Guard legislation to support their Airman and Soldiers Massachusetts National Guard Members The Welcome Home Bill provides each member of the Massachusetts National Guard an option to have SGLI or any of the six sponsored SSLI Group Life Plans premium reimbursed up to $13 per month or $156 yearly

Current – No benefit for North Dakota National Guard members. National Statistics – xx out of 50 states have similar National Guard legislation to support their Airman and Soldiers
Proposed State Legislative Initiative NG4 – Hunting/Fishing License Proposed – Current and retired North Dakota National Guard members would be exempt from paying individual hunting ($13) and fishing ($10) license fees . Current – No benefit for North Dakota National Guard members. National Statistics – xx out of 50 states have similar National Guard legislation to support their Airman and Soldiers
Proposed State Legislative Initiative NG5 – North Dakota State Park Access Proposed – Current and retired North Dakota National Guard members would be exempt from paying annual vehicle registration fees to access North Dakota State Parks ($25) Current – No benefit for North Dakota National Guard members. National Statistics – 20 out of 50 states have similar National Guard legislation to support their Airman and Soldiers

NGAUS Resolutions “101” What is the Timeline for Resolutions Submission Throughout the spring and summer months, members are encouraged to submit draft resolutions through their state, territory or District of Columbia for consideration during their state conference. Once a draft resolution passes a state conference, it is sent to NGAUS for consideration at the annual NGAUS conference. Review Once the collection of proposed state resolutions is submitted to NGAUS, staff review them and solicit input from three key non-voting stakeholders: the NGAUS Board of Directors, standing NGAUS Task Forces and the National Guard Bureau. Task Force membership is comprised of qualified, National Guard subject matter experts from the six NGAUS geographic areas.
NGAUS Resolutions “101” • Adoption • When the NGAUS annual conference convenes, state delegates from each of the 54 states, territories, and the District of Columbia debate and then vote on the draft resolutions. • Once adopted, the resolutions then become standing resolutions, and they are published on the NGAUS website and in booklet form. The Legislative Objectives book is distributed to members of Congress, Congressional defense committees, and Department of Defense officials. • Throughout the year, the resolutions serve as a guide in the formulation of NGAUS’s legislative agenda.
NGAUS Resolutions “101” • Why Are Resolutions Important? • NGAUS is a member-based organization and input from our members is instrumental in determining what direction this organization takes in the next year. We rely on your member input to tell us what issues are important. • Our duty is to support the National Guard community by lobbying the United States Congress. • Through face-to-face meetings, letters, emails and phone calls, we make sure that your representatives understand the important issues facing the National Guard today. In order to aid in this effort, we need you to tell us what issues are important to you.
