Background • XML – Extensible Markup Language: created so that richly structured documents could be used over the web • WS – Web Services: self-contained, self-describing, modular applications that can be published, located, and invoked across the Web • XML standardization on World Meteorological Organization (WMO) agenda for the May 2006 meeting. • United States environmental agencies (NWS, Navy METOC, AFW, etc.) undergoing separate developments of XML and WS
Purpose • Principal forum for developing, coordinating, and maintaining the national position on XML and web services for use with meteorological services • Specifically: • Assess and document the current efforts toward establishing XML and web services standards • Assess feasibility and make recommendations for how and what aspects of U.S. efforts should be aligned, coordinated, and/or merged • Develop the Federal position on XML and web services for approval by the CEISC and for presentation to appropriate U.S. coordinating bodies for advancement in the international meteorological community (WMO)

Status • XML development efforts at NWS and NCAR are capsulized • NWS has purposely done limited development in anticipation of a standard being implemented • NCAR is willing to adjust their XML to a future standard, provided it is well-documented • AFW and Navy METOC have developed the Joint METOC Broker Language (JMBL) • DoD is the lead in XML development for the Next Generation Air Traffic Control System (NGATS)
Status (cont) • Web Services: • DoD is developing Services Oriented Architecture (SOA) and Web Services as it implements Net-Centric Operations and Warfare (NCOW) and Global Information Grid (GIG) • Other agencies due to customer base have not investigated Web Services • Further exploration and collaboration required
Recommendations • JMBL used as the basis for the national standard in environmental product delivery • With the above concurrence, propose to the WMO that the United States lead the development of a XML standard
Future Actions • Expand membership of JAG as required • Baseline JMBL with input from stakeholders • Present body of work to WMO • Investigate feasibility of combining efforts in development of Web Services • Develop framework for implementation of Web Services
