Clean Energy Wisconsin • Governor Doyle’s Plan, Launched in Spring 2008 • Promote an Affordable, Renewable, and Diverse Energy Supply • Increase percentage of renewable fuels sold as motor fuels in Wisconsin, currently 3.5% • Reduce spending on electricity, currently $5.7 billion a year • Rely less on purchasing fuel for electricity from other states. • Increase economic activity and percentage of renewable fuels used to generate electricity and, currently around 5%, generating $184 million a year for the economy. • Producing 25 percent of the state’s electricity from renewable sources in Wisconsin would generate nearly $1 billion for the Wisconsin economy.
Clean Energy Wisconsin • Improve Our Environment • Continue emphasizing efficiency and promoting cost-saving alternative fuels, • Citizens and businesses can reduce greenhouse gas emissions, prevent water pollution, and reduce the state’s overall impact on the environment.
Clean Energy Wisconsin • Target Investments in Job Creation and New BusinessOpportunities • Renewable energy industry estimated to become a multi-billion dollar industry, • Wisconsin has the farms, fields, forest and factories to be a leader in this market. • Capturing 10 percent of this market would generate billions each year for our economy and create nearly 20,000 new jobs.
Clean Energy Wisconsin • Governor Doyle’s Plan, Launched in Spring 2008 • Area of Investment: Energy Efficiency • Energy efficient homes, transit, and businesses will dramatically lower costs and Wisconsin’s impact on the environment. • Wisconsin has several initiatives to provide resources for residents and businesses to become more energy efficient through weatherization and other cost-effective technologies.
Clean Energy Wisconsin • State Energy Efficiency Program - Focus on Energy • Wisconsin utilities contribute1.25 percent of their annual operating revenue for efficiency and renewable energy programs. • Generates $94 million of revenue over 18 months for investment in energy efficiency projects • In 2006, Focus on Energy helped over 12,800 Wisconsin businesses reduce their energy consumption and generate over $22.6 million in annual energy savings.
Clean Energy Wisconsin • Research, Development and Manufacturing: • Working to develop new low-carbon liquid fuels from biochemicals. • Improve the efficiency of ethanol and biodiesel production. • Piloting the next generation of hybrid batteries needed for plug-in hybrid vehicles (PHEVs). • Improve and Implement Smart Grid Development
Clean Energy Wisconsin • Research, Development and Manufacturing: • Producing highly energy-efficient thermal management systems and components used in light, medium and heavy-duty vehicles, HVAC (heating, ventilation and air conditioning) equipment, industrial equipment, refrigeration systems, fuel cells and electronics. • Manufacturing high intensity fluorescent lighting systems that drastically reduce electricity consumption and reduce greenhouse gas emissions. • Tap into Wisconsin’s resources - Biomass to Energy

ARRA Programs • Save Energy Now: Industrial Technologies Program – WisconSEN • Partnership between U.S. DOE, OEI and Focus on Energy • Complete Energy Savings Assessments (ESA) and provide follow-up project implementation assistance; • Conduct Save Energy Now (SEN) training events and outreach; • Provide American National Standards Institute (ANSI) pilots at Wisconsin industrial facilities,
ARRA Programs • Save Energy Now: Industrial Technologies Program – WisconSEN • Increase industrial project energy savings through implementation of ESA recommendations, supported by project grants and technical and decision-making support to industrial facilities; • Promote new, emerging technologies through demonstrations and case studies.

ARRA Programs • Save Energy Now: Industrial Technologies Program – WisconSEN • Six DOE Technology Assessment Trainings that will support customer analysis and decision-making • Wisconsin will develop three beta test sites for new American National Standards Institute (ANSI) energy efficiency protocol • Phase 2, two to three emerging technology demonstrations will be conducted

ARRA Programs • State Energy Program - Clean Energy Loan Program • $55 million • Focused on manufacturing • Low interest (2%) loans to businesses that promote: • Major renewable energy production projects, • Manufacturing of clean energy products, • Advanced manufacturing of clean energy components, • Retooling to provide component parts and other critical needs for a successful totally integrated supply chain, and • Improve industrial users’ competitiveness though energy efficiency and renewable energy deployment 17
ARRA Programs • State Energy Program - Clean Energy Loan Program • Application Guidelines: • For profit manufacturing businesses • First come, first served • Contact your Area Development Managers (Commerce) • Submit an initial application – • Loan for 25% of project costs, Some grants • Jobs, energy saved, energy produced, value of the project • Special consideration for projects with necessary financing, permits and ability to implement • Commerce/OEI will review and invite back for a full proposal 18
ARRA Programs • 0% Loans for Industrial Energy Efficiency Projects • Department of Commerce & Focus on Energy Partnership • Goal is to accelerate the installation of industrial energy efficiency projects • Combination of Loan and Focus Incentives • Complete an energy efficiency project with essentially no money down and get a year of energy savings before having to make a payment 19
ARRA Programs • Program Criteria • Eligibility: Energy efficiency projects at WI industrial facilities • Loan Term: 12 months to 18 months • Interest Rate: 0% • Minimum Principal: $100,00 • Maximum Principal: Up to 70% of total project cost • Payments: One balloon payment at end of loan term, no extensions • Available funds $10-12 million • Program funds will be allocated based on those first to fully complete applications. Companies are encouraged to bundle two or more eligible projects and/or projects located at multiple sites into one loan application. 20
