  2. Defining Trends August Preparation for Ramadan 1 August ushered in the Muslim holiday Ramadan. In honor of the holiday, on 2 August the IDF and the Coordinator of Government Activities (COGAT) announced measures approved by the Minister of Defense and IDF Chief of Staff Ltd. Gen. Benny Gantz to ease conditions in the West Bank and the Gaza Strip for the duration of the celebrations. West Bank: Throughout the month of Ramadan, Palestinians will receive permits to visit family members in Israel, as well as the ability to travel abroad via Ben Gurion International Airport. Movement restrictions on Israeli Arabs visiting their families in the West Bank are also eased. There is free movement of supply trucks between the Jordan Valley and the West Bank and 16,000 entry permits were granted to Palestinian merchants coming to Israel. On weekdays, over 2,000 Palestinian worshippers will be allowed to visit the Temple Mount; on Friday and for Laylat al-Qadrprayers large portions of the Palestinian population are granted unrestricted access. IDF soldiers have been given orders to show special consideration toward the fasting Muslim residents and were instructed to avoid eating, drinking and smoking in public in order to show respect towards those observing Ramadan. Gaza: In honor of the holiday, Israel has agreed to extra allotments of water and construction materials to the Strip, as well as an expansion of textile and furniture exports. There will also be an expansion in the range of agricultural exports permitted to Jordan and the expansion of the number of merchants approved to enter Israel and the West Bank

Defining Trends The West Bank • Palestinian riots, many of which were violent, continued during the time of this report on a daily basis; over 50 major cases were noted, including 3 instances in which rioters threw Molotov cocktails, 3 instances in which tires were lit on fire, and one attempt to vandalize the technical fence. On nine occasions Palestinians threw stones at Israeli civilian vehicles. • Arms were confiscated by IDF forces on two occasions, including a sniper rifle and bullets, a hunting rifle and bullets, and a handgun and bullets. • Terrorist attacks continue in the West Bank. During the period 16 July – 31 July, there were numerous attempted attacks on Israeli security forces, including two attempts to steal soldiers’ weapons. One IED was also discovered by IDF forces and in one instance, Palestinians detonated explosive material during a riot. In a separate incident, Palestinians broke into an unmanned IDF checkpoint and stole maps and vandalized the property. • Palestinian Security Force operations in the West Bank continue but their scope and quality must be increased. When necessary, the IDF takes actions to prevent terrorist attacks from being carried out.

  4. Defining Trends The Gaza Strip Government Policy on allowing goods into the Gaza Strip continues; crossings are now able to absorb over 300 trucks a day. During the month of May, 4,983 trucks transporting 128,717 tons of supplies were transferred to the Gaza Strip. Hamas continues to act aggressively against Israel. In addition to Hamas’ own terrorist activities, the organization allows various terrorist groups to use the territory under its control to plan and carry out attacks and rocket launches. In the period of this report, a sense of calm has returned to the Gaza region after intensive rocket and mortar fire in the months of March and April. Nonetheless, two rockets were launched from the Gaza Strip towards civilian areas in Israel. Meanwhile, Hamas has sustained its efforts to acquire more weaponry through smuggling into the Gaza strip.

Defining Trends Incident on the Lebanese Border • On 1 August 2011 the Lebanese Armed Forces (LAF) opened fire at IDF forces conducting a routine operation in Israeli territory, in the vicinity of the Hatzbaniriver. In response, IDF forces returned fire in the direction of an LAF outpost. The IDF immediately reported the incident to UNIFIL forces, stating that the IDF did not want an escalation of violence. As a result of the event, Lebanese media reported that one LAF soldier was injured. There were no IDF injuries. • LAF’s unprovoked attack was an act of violence that could have resulted in a drastic escalation of hostilities between Israel and Lebanon. IDF forces, as confirmed by a UNIFIL Spokesman Neerai Singh, were operating well within Israeli territory north of the technical fence but 15 meters south of the Blue Line • This event corresponds with a series of recent aggressive declarations made by Lebanese officials challenging Israeli sovereignty. The IDF is not interested in an escalation of hostilities with Lebanon, and holds Lebanon responsible for reducing existing tensions and preventing additional incidents. Israel expects Lebanon to unequivocally enforce UNSCR 1701's call to disarm Hezbollah and other armed militias operating in southern Lebanon. • Monday’s incident precedes celebrations in commemoration of the 66th anniversary of the Lebanese Army Day.

  9. Major Events – West Bank July 16th – July 17th July 16th- A number of Palestinians rioted and threw stones at IDF forces northwest of the Braha community. IDF forces dispersed the riot. A civilian security patrol from the KohavYa'akovcommunity identified four suspects infiltrating into the community. The patrol initiated the suspect engagement procedure and fired warning shots in the air, causing the suspects to flee. A BGP force identified four vehicles attempting to illegally enter Israeli territory in the vicinity of the Eshkolot community. In response, the force employed non-lethal weapons in order to deter them. Two Palestinians rioted and threw stones at Israeli civilians in the city of Hebron. July 17th- A BGP force discovered an IED during an initiated activity in the vicinity of the city of Nablus. The IED was dismantled by IDF sappers. A number of Palestinians rioted and threw stones at an Israeli vehicle north of the KarmeiTzurcommunity. The vehicle sustained damaged.

The vehicle sustained damaged. A number of Palestinians rioted and threw stones at an IDF force in the vicinity of the city of Hebron. The force arrested two suspects; the suspects were taken for investigation. A number of Palestinians rioted and threw stones at an IDF force in the vicinity of the Shilo community. The force arrested one suspect; the suspect was taken for investigation. A BGP force identified two Palestinian police officers crossing into Israeli territory in the vicinity of the Eshkolot community. The force initiated the suspect engagement procedure and threw a shock grenade in the direction of the Palestinians in order to deter them. A number of Palestinians rioted and threw Molotov Cocktails at an Israeli civilian vehicle southeast of the Shvut Rachel community. The vehicle sustained damage. One suspect was arrested and handed over to the Israel Police. July 19th- A number of Palestinians rioted and threw stones at an IDF force northwest of the BeitHagaicommunity. The force dispersed the riot.

  11. Major Events – West Bank July 19th – July 20th July 19th cont’d- A number of Palestinians rioted and threw stones at a BGP force west of the Ma'aleAdoumimcommunity. The force dispersed the riot. An altercation that included stone throwing occurred in the vicinity of the Nave Erez community between a number of Israeli civilians and Bedouins, who also set a fire in the area. Four Bedouins were lightly injured and the Israel Police arrested one Israeli civilian and three Bedouins. A number of Palestinians rioted and placed burning tires in the vicinity of the Halamish community. An IDF force dispersed the riot. A number of Palestinians threw stones and Molotov Cocktails at an IDF force in the vicinity of the Kalandia refugee camp. The force dispersed the riot. July 20th- A number of Palestinians rioted and threw stones at an Israeli civilian vehicle in the vicinity of GivatHaDagancommunity. The vehicle sustained damage. A Palestinian rioted and attempted to assault an IDF soldier at an IDF roadblock in the city of Hebron. The force arrested the suspect and the suspect was taken for investigation.

Major Events – West Bank July 20th – July 21st July 20th cont’d- During an IDF initiated activity northwest of the ElonMorehcommunity IDF forces arrested two Palestinian suspects in the possession of a hunting rifle with 20 bullets and a handgun with 15 bullets. The suspects were taken for investigation and the arms were confiscated by the force. A number of Palestinians rioted and threw stones at an Israeli civilian vehicle northeast of the Hadar community. The vehicle sustained damage. A number of Palestinians rioted and threw stones at an IDF force in the vicinity of the KochavYa'akovcommunity. The force dispersed the riot. July 21st- A number of Palestinians rioted and threw stones at IDF forces in the vicinity of the Kalandya R.C. The forces dispersed the riot. A number of Palestinians rioted and threw stones at BGP forces in the vicinity of the Maccabim community. The forces dispersed the riot and one BGP soldier was lightly injured. Approximately 30 Palestinians rioted, threw stones and lit tires in the vicinity of the Halamish community. IDF and BGP forces dispersed the riot.

  13. Major Events – West Bank July 21st – July 22nd July 21st cont’d- A number of Palestinians rioted and threw stones at the technical fence in the vicinity of the Maccabim community. IDF forces dispersed the riot. July 22nd- An IDF mobilized patrol initiated the suspect engagement procedure at a number of suspicious Palestinians southeast of Shvut Rachel community. The suspects escaped arrest and the forces conducted searches in the area, discovering several holes in the ground dug by the suspects. Four Palestinians rioted and vandalized the technical fence in the vicinity of the Maccabim community. A BGP force dispersed the riot. The technical fence sustained damage. A number of Palestinians rioted and threw stones towards the technical fence south of the BeitHoroncommunity. A BGP force dispersed the riot. An altercation that included stone throwing occurred between approximately 80 Palestinians and 25 Israeli civilians south of the Migdalim community. During the incident several trees were uprooted by the Israelis. An IDF force dispersed the crowd.

  14. Major Events – West Bank July 22nd – July 23rd July 22nd cont’d- One Palestinian suspect violently cursed at Israeli civilians in the vicinity of a roadblock in the city of Hebron. When a BFP force arrived at the scene, the suspect tried to assault BGP security personnel. The suspect was arrested by the force and taken for investigation. July 23rd- A number of Palestinians rioted and threw stones at an IDF force during an initiated activity southwest of the AlonMorehcommunity. The force dispersed the riot. A number of Palestinians rioted and threw stones at an IDF force during a mobilized patrol north of the Hermesh village. The force dispersed the riot. A number of Palestinians and political activists rioted, lit tires and threw stones at IDF forces during protests in the villages of Bi'lin, Na'lin, OumSalmona, and NabiSalah. During the protest in the village of Bi'lin an IDF force initiated the suspect engagement procedure when a Palestinian suspect approaching the technical fence. One IDF soldier and two Palestinians were lightly injured.

  15. Major Events – West Bank July 23rd - July 24th July 23rd cont’d- A Palestinian threw Molotov Cocktails at a BGP force during a mobilized patrol west of the Giv'atZe'evcommunity. The force initiated the suspect engagement procedure and the suspect fled the area. A number of Palestinians rioted and threw stones west of the Bracha community. A BGP force dispersed the riot. Approximately 40 Palestinians rioted and threw stones at an IDF force southwest of the Bracha community. The force dispersed the riot. A number of Palestinians rioted and threw stones northwest of the Nili community. An IDF force dispersed the riot. Approximately 20 Palestinians rioted and threw stones in the vicinity of the Maccabim community. A BGP force dispersed the riot. July 24th- A number of Palestinians rioted and detonated explosive materials north of the KarmeiTzurcommunity. IDF forces dispersed the riot.

Major Events – West Bank July 24th – July 26th July 24th cont’d- A number of Israeli civilians rioted and threw stones at Palestinian civilian vehicles at a road junction in the vicinity of the city of Hebron. One vehicle sustained damage. During an arrest in the vicinity of the Givat Dagan community, approximately 30 Palestinians rioted and threw stones at IDF forces. The forces dispersed the riot. A number of Palestinians rioted and threw stones at an Israeli civilian vehicle north of the Ma'aleShomroncommunity. The vehicle sustained damage. A number of Palestinians rioted and threw stones at an Israeli civilian vehicle northwest of the MevoDotancommunity. The vehicle sustained damage. A number of Palestinians rioted and threw stones at BGP forces at a checkpoint in the vicinity of the Kalandia R.C. BGP forces dispersed the riot. July 26th- During an IDF mobilized patrol in the vicinity of the Kalandia R.C. a number of Palestinians rioted and threw stones at the force. The force dispersed the riot.

A BGP force dispersed the riots. A number of Palestinians rioted and threw stones at an Israeli civilian vehicle in the vicinity of the Ma'aleMahmashcommunity. The vehicle sustained damage. A number of Palestinians rioted and threw stones at an Israeli civilian vehicle in the vicinity of Ma'aleShomroncommunity. The vehicle sustained damage. A number of Palestinians rioted and threw stones towards the technical fence in the vicinity of the Maccabim community. IDF forces dispersed the riot. A number of Palestinians rioted and threw stones at a BGP force south of the Ariel community. One BGP soldier was lightly injured. A number of Palestinians rioted and threw stones at an Israeli civilian vehicle in the vicinity of the Ma'aleShomroncommunity. One Arab Israeli was lightly injured and the vehicle sustained damage.

  18. Major Events – West Bank July 27th – July 28th July 27th- During a mobilized patrol south of the ShaveiShomroncommunity an IDF force initiated the suspect engagement procedure when a suspicious Palestinian approached the force. Approximately 70 Palestinians and political activists gathered in the vicinity of the HarGilo community. IDF and BGP forces dispersed the crowd and arrested two Palestinians and four political activists. IDF forces dispersed a crowd of 15 Palestinians who had gathered in the vicinity of the Halamish community. Approximately 15 Palestinians rioted and threw stones at an IDF mobilized patrol north of the Nili community. An IDF soldier was lightly injured. Four Palestinians attempted to steal a soldier's weapon in the vicinity of the Efrat community. Four Palestinians were arrested. July 28th- A number of Palestinians rioted and threw stones at Israeli civilians in the vicinity of the PneiKedemcommunity. IDF forces dispersed the riot. One Palestinian was arrested.

  19. Major Events – West Bank July 29th July 29th- A number of Palestinians rioted and threw Molotov Cocktails at an Israeli civilian vehicle in the vicinity of the Tekoa community. The vehicle sustained damage. A number of Palestinians rioted and threw stones at Israeli civilians in the vicinity of the KarmeiTzurcommunity. IDF forces dispersed the riot. Approximately 50 Palestinians rioted and threw stones at an IDF force. The force dispersed the riot; one IDF soldier was lightly injured. Approximately 100 Palestinians rioted and threw stones in the vicinity of the Kedumim community. An IDF force dispersed the riot; eight Palestinians were lightly injured. A number of Palestinians rioted and threw stones at IDF and BGP forces and towards the technical fence during protests in the villages of Bi'lin, Na'lin, OumSalmonaand NabiSalah. The forces dispersed the riots. A number of Palestinians rioted and threw stones in the vicinity of the Bracha community. IDF and BGP forces dispersed the riot. One Israeli settler was lightly injured. A number of Palestinians rioted and threw stones at an IDF force in the vicinity of the Bracha community. The force dispersed the riot.

  20. Major Events – West Bank July 31st July 31st cont’d- A number of Palestinians rioted and threw stones at an IDF force in the vicinity of NahalKefira. The force dispersed the riot. An IDF force arrested one Palestinian in the possession of a sniper rifle and several matching bullets. The Palestinian was taken to investigation. Several Palestinians broke into an unmanned IDF checkpoint where they stole maps and vandalized property in the vicinity of the village of Azzoun. Approximately 40 Palestinians and political activists gathered in the vicinity of the HarGilocommunity. IDF and BGP forces dispersed the crowd and five political activists and one Palestinian were arrested.

  21. Major Events – Gaza Strip July 16st – July 31st July 16th- The IAF initiated a pinpoint attack targeting a member of the 'PRC' terrorist organization in the city of BeitHanun. Two rockets were launched from the Sajaya neighborhood and hit in the vicinity of the SdotNegev Regional Council and the Eshkol Regional Council. July 18th- The IAF initiated a pinpoint attack targeting two Hamas terrorists preparing to assault IDF forces northeast of the Sufa crossing. According to the Palestinian media, one terrorist was severely injured and the second was lightly injured. July 19th- The Israel Navy boarded the French vessel "Dignite - Al – Karame" approximately 30 km west of the Gaza strip. The vessel was en route to the Gaza Strip and the Israel Navy boarded after attempts to negotiate with those onboard the vessel failed. The vessel and her passangers were escorted to the Ashdod port. A rocket was launched from the Sajaya neighborhood and hit in the vicinity of Kibbutz Nahal Oz. The IAF initiated a pinpoint attack targeting a Hamas training camp in the vicinity of the city of Gaza.

  22. Major Events – Gaza Strip July 16th – July 31st cont’d July 24th- The IDF Gaza Division commander identified a rocket hitting Israeli territory north of Karni crossing. July 28th- Two Palestinians onboard a Palestinian boat were identified crossing approximately 0.2 miles into Israeli territorial waters. An Israeli navy patrol vessel initiated the suspect engagement procedure for suspicious vessels and the boat was transferred to Ashdod port for investigation. The two Palestinian passengers were arrested and sent to investigation. A rocket was launched from the Al-Shati R.C. and was detected hitting at sea in the vicinity of the Hof Ashkelon Regional Council. July 29th- During a mobilized patrol an IDF force identified a suspicious Palestinian adjacent to the technical fence northeast of Karni crossing. The suspect was taken for investigation and was later released.
