INTRODUCTION • ECTA is partner association with EU-OSCHA to support the campaign « Healthy Workplaces » which promotes Risk Assessment • Workshop on Risk Assessment of job of driver in Barcelona • Followed by expert’s day on Risk Management: how to view Risk Assessment in the broader context of Risk Management of the enterprise and how to improve our performance in Risk Management

Risk Management in SQAS PRESENTATION MARC TWISK, Cefic SQAS Manager : REQUIRED TO HAVE A “YES” UNDER SQAS : DOCUMENTED PROCESS & REVISED REGULARLY & MEASURABLE • Process to assess and document potential SHE Hazards and effects on people, equipment, environment, product, organisation = RISK ASSESSMENT -during start-up of new operations / activities -during change of operations / activities -on all products transported • Control /reduce risks with prevention measures: written (!) and updated = ACTION PLAN • REST RISK: risks which are considered acceptable: also to be included
TNO PRESENTATION ON RISK ASSESSMENT • 1989 Framework Directive on health and safety 89/391/EEC; article 9 on various employers obligations • 1992-1994 Transposition Framework Directive into Dutch Working Conditions Act • 1992-2002 risk assessment tools on paper, guidelines, handbooks • 2003 digital risk assessment tool for SME Netherlands employers organisation: “the Basic R.A.” • 2004 onwards TNO produces tailor-made digital risk assessment tools for more than 100 branches of industry and services • ranging from hospitals ... • ... to undertakers • fuelled by “marginal check” to get R.A. approved for SME’s • tools come with Content Management System for easy updates
EMPLOYERS’ OBLIGATIONS ON RISK ASSESSMENT • Assess the occupational safety and health risks in a systematic way • Combat the risks at source • Define measures • Produce a plan • Implement the plan • TNO DIGITAL RISK ASSESSMENT TOOL WILL BE MADE AVAILABLE IN NOVEMBER 2009 TO ALL EU COUNTRIES by EU-OSHA • Possibility to agree as branch organisation to develop this digital RA tool • Further investigation will be done and feedback provided to ECTA members

RISK MANAGEMENT ESSENTIALS • RISK MANAGEMENT: does not avoid risk but helps the organisation to be prepared minimizing adverse outcomes and ensure opportunities are recognized and seized up • HAZARD: unsafe condition (hole in the floor), environmental threat (excessive VOC emissions) or security concern (unauthorized access) HAZARD BASED RISK: combination of probability that the hazard will affect someone or something and the seriousness of the consequences. → cf: implementation guide under Responsible Care in the USA→ cf: risk assessment of new (un)loading sites (SQAS questions)Addressed by: RISK ASSESSEMENT: IDENTIFY › ANALYZE › EVALUATE RISK MANAGEMENT: TREAT RISKS › COMMUNICATE & MONITOR • Uncertainty based risks: linked to unknown and unexpected eventsAddressed by: calamity plans, emergency planning, business continuity planning • Opportunity based risks: take or not to take an opportunity: example : relocation close to a customer Addressed by: business strategy, financial strategy
COLLECTION OF RISKS RELATED TO NEW (UN)LOADING SITES: TEMPLATES • First visit to a new (un)loading site or changed site • Template reflects findings and facts, noted for instance by HSEQ manager or master driver • Allows transmission of data on the (un)loading site to next drivers and improves preparation and risk mitigation • Three templates were drafted: liquid bulk / dry bulk / packed goods • Way forward: PROPOSALECTA RC Plan 2010: ECTA and Cefic to further elaborate the templates and start implementing them
