A Brief History of Futsal • First 5-sided indoor game • 1930, Montevideo, Uruguay • Similar game in Sao Paolo, Brazil • First international competition in S.A – 1965 • International Federation for Futebol de Sala (FIFUSA) was officially founded in Brazil in 1971 • First 'official' FIFA Futsal World Championship in 1989 in Holland – “Futsal” • Now played on all continents • Millions of players world wide • FIFA Futsal World Championship • Taipei 10 – 27 November, 2004

Law 1 – The Pitch • Length • Minimum 25 m • Maximum 42 m • Width • Minimum 15 m • Maximum 25 m • The lines belong to the areas of which they are boundaries • Penalty Area, Penalty Mark – 6m • Second Penalty Mark – 10m • Substitution Zone – at teams’ benches Note: Confirm lines to be used with the Referee!

  9. Law 2 – The Ball • Spherical • Leather or other suitable material • Circumference = 62 – 64 cm • Mass = 400 – 440 grams • Pressure = 0.4 – 0.6 atm Note: Does not bounce well! Bounce = 50 – 65 cm, dropped 2m

  10. Law 3 – The Players • Minimum 4, maximum 5 players, inc. keeper • Maximum 7 substitutes • Unlimited substitutions • Substitutions when ball is in or out of play! • Sub only in your own substitution zone • In front of your team’s bench • Player out before sub comes in

  11. Law 4 – The Players Equipment • Jersey or shirt – numbered! • Shorts – Keeper may wear long pants • Socks • Shin Guards – covered entirely by the socks • If braces are worn, they must be covered – i.e. treated like shin guards • Footwear • No Jewelry

  12. Law 5, 6, 7 – The Referees • Enforces the Laws of the Game • “Second Referee” • Uses whistle • Delivers cards as appropriate • Has discretionary powers • In the event of a disagreement between the two referees, the referee’s decision shall prevail

  13. Law 8 – Match Duration • Two periods of 25 minutes each • Duration prolonged for a penalty kick • “Time-Outs” • One per team per half – no carry-over • One minute duration • Team must possess the ball • Ball out of play

  14. Law 9 – Start & Restart of Play • Kickoff • Coin toss – winner chooses starting half, other team starts with ball • Opponents 3m from ball • Ball moves forward • A goal may not be scored directly from a kickoff

  15. Law 10 – Ball in and out of Play • Ball out of play • “Wholly crossed” the goal line or touch line whether on the ground or in the air • Play stopped by the referee • Hits the ceiling • Ball in play • Rebounds from goal post or crossbar • Rebounds from referee on the pitch

Law 12 – Fouls & Misconduct • Direct Free Kick – where the infringement occurred 6 Offences – “careless, reckless, or using excessive force” • Kicks or attempts to kick an opponent • Trips or attempts to trip an opponent • Jumps at an opponent • Charges an opponent, even with the shoulder • Strikes or attempts to strike an opponent • Pushes an opponent

Law 12 – Fouls & Misconduct • Direct Free Kick – where the infringement occurred Other offences • Holds an opponent • Spits at an opponent • Slides in an attempt to play the ball … (slide tackle) except for the goalkeeper in his own penalty area and provided that he does not play in a “careless, reckless way or use excessive force”. • Handles the ball deliberately, except keeper . . .

  18. Law 12 – Fouls & Misconduct • Direct Free Kick offences 4 Hands • Push, Pull, Hold, Hand ball 4 Feet • Kick, Trip, Jump, Slide tackle 3 Body • Charge, Charge from behind, Violent Charge (i.e. no “50/50”)

Law 12 – Fouls & Misconduct • Indirect Free Kick – where the infringement occurred Goalkeeper offences : • After releasing the ball from his possession, he receives it back from a team-mate without it first having passed beyond the halfway line or without it being played or touched by an opponent • Touches or controls the ball with his hands after it has been deliberately kicked to him by a team-mate • Touches or controls the ball with his hands after he has received it directly from a kick-in taken by a team-mate • Touches or controls the ball with his hands or feet, for more than four (4) seconds, except in the opponents’ half of the pitch

Law 12 – Fouls & Misconduct • Indirect Free Kick – where the infringement occurred, or from the penalty area line if the infringement occurred in the penalty area Player offences : “if, in the opinion of the referee . . .” • plays in a dangerous manner • deliberately impedes the progress of an opponent when the ball is not being played • prevents the goalkeeper from releasing the ball from his hands • commits any other offence, not previously mentioned in Law 12, for which play is stopped to caution or dismiss a player

Law 12 – Disciplinary Sanctions • Cautionable Offences – “Yellow Card” • is guilty of unsporting behavior • shows dissent by word or action • persistently infringes the Laws of the Game • delays the restart of play • fails to respect the required distance when play is restarted with a corner kick, kick-in, free kick, or goal clearance • enters or re-enters the pitch without the referee’s permission or infringes the substitution procedure • deliberately leaves the pitch without the referee’s permission • Indirect free kick – from where infringement occurred

Law 12 – Disciplinary Sanctions • Sending-Off Offences – “Red Card” • is guilty of serious foul play • is guilty of violent conduct • spits at an opponent or any other person • denies the opposing team a goal or obvious goal-scoring opportunity by deliberately handling the ball (except the Keeper) • denies the opposing team a goal or obvious goal-scoring opportunity by an offence punishable by a free kick or penalty • uses offensive, insulting, or abusive language – indirect restart • receives a second caution in the same match – indirect restart

Law 12 – Disciplinary Sanctions • Sending-Off Offences – “Red Card” – resulting team complement : • Player sent off - cannot play – leaves vicinity • Replacement player may enter the pitch after two (2) minutes • Team playing 4 against 5 when scored upon may replace player • Team playing 3 against 5 when scored upon may replace one player • Teams playing 4 against 4 or 3 against 3 when scored upon may not replace player

  24. Law 13 – Free Kicks • Direct free kick – goal can be scored • Indirect free kick – goal cannot be scored • All opponents 3 m from the ball • Four (4) seconds to put the ball in play

Law 14 – Accumulated Fouls • Direct free kick fouls only • First five (5) by each team in each half are recorded • Beginning with the sixth (6th) foul : • No wall • Identify player to take kick • Keeper in penalty area and 3m from ball • Other players behind ball, 3m from ball • Must attempt to score • Must then touch keeper or goalpost/crossbar • No further away than 10m spot, no closer than 6m spot

  26. Law 15 – The Penalty Kick • Direct free kick foul committed in own penalty area • Goal may be scored directly from penalty kick • Identify player to take kick • Goalkeeper on goal line, facing kicker • Must kick the ball forward

Law 16 – The Kick-In • When the whole of the ball passes over a touch line, either on the ground or in the air, or hits the ceiling • From the place where the ball crossed the touch line • To the opponents of the team who last touched the ball • Ball stationary, on the line • Player has part of each foot on or outside the touch line • Opponents 3m from the ball • Player has 4 seconds to put the ball in play • May kick to Keeper – use feet only

Law 17 – The Goal Clearance • When the whole of the ball, having last touched a player of the attacking team, passes over the goal line, either on the ground or in the air • Keeper throws ball from anywhere in penalty area to outside penalty area – if not the goal clearance is retaken • Ball must touch floor in Keeper’s own half • Opponents outside penalty area • Keeper has 4 seconds to put the ball in play • Keeper may not touch the ball a second time until it has passed over centre, or has touched opponents – infringement is indirect free kick • No “Drop Kick” – any time

Law 18 – The Corner Kick • When the whole of the ball, having last touched a player of the defending team, passes over the goal line, either on the ground or in the air • Ball in corner arc • Opponents 3 m from the ball • Player has 4 seconds to put the ball in play • Player may not touch the ball a second time until it has touched another player – infringement is indirect free kick

OCFL – Co-Ed Specific Laws • Two people of each sex on court always • Team playing without proper combination forfeits one goal per half, and team plays short • When team is able to play with proper combination, they may, but goal stands • Bad combination after line change or injury • Two-minute penalty, then other laws apply
