  2. IDEA funding will be reduced in total by $598 million - includes both section 611 (school age) and section 619 (Preschool) Idaho’s allocation will be reduced by approximately $2.7 million. How much?

  3. Numbers are still estimates $2.7 million reduction is based on the amount of the FFY state award but There is still no FFY appropriation for US Dept of Ed. May know more if Congress passes an appropriation bill in the continuing resolution process – March 27, 2013 Current sequester amount is estimated by applying % to the previous FFY amount.

  4. LEA estimates Calculated by applying 5.1% to 2012-13 allocation. Other factors – enrollment, low-income count could change the allocation calculation even if the state appropriation remains the same.

  5. State set-asides SDE goal is to maximize the % of the state allocation that is distributed to districts and LEAs. State administration and set-asides for other state-level activities are indexed in IDEA law to inflation, not to increasing or decreasing state allocations.

  6. FFY 2012 state allocations $55,221,261 Section 611 (School Age) $2,144,605 Section 619 (Preschool)

  7. No reduction to any current year allocations.

  8. Entire reduction will be taken out of the forward funded portion of the state award that we receive on July 1, 2013.

  9. Sequestration and Maintenance of Effort Maintenance of Effort requirements are spelled out in IDEA law Sequestration does not change If district moves costs from Part B to general fund because of reduced funds, MOE bar is reset at higher level.

  11. Sequestration and Fape Since federal funding is to be reduced by 5%, can services be reduced by a corresponding amount? NO. Sequestration does not change any of the requirements to provide FAPE REMEMBER: Federal funds only account for approximately 25% of the total expenditures for special education and related services for SWD in Idaho. So the net amount of the reduction to total spending passed through to districts will only be about 1.3 – 1.5%
