The Plan for Europe • Congress of Vienna = meetings to decide future of Europe • Klemens von Metternich = Austrian prince who leads Congress of Vienna • Distrusts democracy – Napoleon = natural result of democracy • Metternich’s 3 goals: • Prevent future French aggression • Restore balance of power • Return royal families to thrones of Europe pre-Napoleon
Containing France • Keep France in check by surrounding it by strong countries • Austrian Netherlands & Dutch Republic form Kingdom of Netherlands • German Confederation formed – Austria dominates confederation • Switzerland = independent nation • Genoa added to Kingdom of Sardinia
Balance of Power & Legitimacy • France loses little power – still a major country in Europe • Congress does not want France to seek revenge if France is punished too harshly • Monarchs returned to thrones that were removed by Napoleon = legitimacy
Conservatives Rule • Conservative rule values through out Europe • “Holy Alliance” formed to use Christian values to combat ideals of French Rev. (Russia, Austria, Prussia) • Values of French Rev. move to Latin America • When Spanish king gone b/c Napoleon, so went control of Latin America – now Spain wants control back • Latin American countries fight and win independence
