MSD BRIEF VISION : to create a strong and effective NGO and civil society sector to effectively respond and protect the needs of Vietnamese community  OBJECTIVES  • Adding values, networking and supporting to Vietnamese CSOs and social enterprises toward development effectiveness • Improving the sustainable life quality for Vietnamese disadvantaged communities • Building the coalition for Government, Enterprises and Social Organizations for social development

STRATEGIC WORKING AREAS Capacity building: • capacity building in OD, RM, PM, HR education • bridging between CSOs & other development actors -gov, donors, INGOs, business, etc. • developing the Development Effectiveness Framework • Networking HIV/AIDS & Addiction/ Children development • capacity building • networking • advocating • educating • M&E

  6. 1.1. DEFINITION GOV BIZ CSOS

  7. 1.1. DEFINITION = PRINCIPLES • Voluntary • Independent and Self-control • Non-profit • To have legal entity, needing authorized agencies to permit establishing, registering and recognizing.

  8. 1.2. COMPONENTS • NGOs • Social Associations • Funds and Foundations • Community-based organizations • Presses and magazines of non-government organizations • Social enterprises? • Political – social organizations?

ROLES OF VCSO • Contribute to the social and economical development • Support government in providing public services – fill in the gaps • Response and protect the rights and the needs of the community, especially disadvantaged populations • *** Provide consultancy, supervision and critical assessment of the State's policies, programs and legislation.

SWOT Advantages/ Assets: • Having simple structures with flexible mechanisms to change • Being close to the community to respond, represent and protect their needs and rights • Able to learn and grow • Having a good relationship with international organization to learn and share experience • Having a good network of experts in different fields • Having a good relationship with government’s agencies and the local communities

SWOT Limitations: • Lack of updated techniques/ infrastructure/ assets • Lack of transparency and accountability • Lack of business attitude to provide services to the customers/ clients  affect to the quality of services • Project-based rather than organization-based  not sustainable in organization and finance • Replying too much of external funding • Lack of competencies in organizational development, leadership, resource mobilization • Not good at partnership with other CSOs, especially CSOs working in the same working areas or regions (individual or competitor rather than partnership) • Lack of knowledge and competency in advocacy, consultancy and to provide watch-dog to the government
