What is it? • Invitation by one million EU citizens to the European Commission to propose legislation • First transnational tool of participatorydemocracy(alsofirst transnational legal instrument of e-participation ) • Introduced by the Treaty of Lisbon (Art. 11(4) TEU) • Rules and procedures defined by Regulation (EU) No 211/2011 on the citizens’ initiative, which started to apply on 1 April 2012
How does it work? Collect statements of support in at least 7 Member States You wish to collect online? Get your system certified Register your initiative Get statements of support certified by Member States If the Commission decides to follow your initiative. The legislative procedure starts. Prepare your initiative and set up your citizens’ committee You have at least one million signatories? Submit your initiative to the Commission The Commission examines your initiative and replies
State of play • REGISTRATION • 41 requests for registration, (6 of which withdrawn but 4 re-registered ) • 17 are accepted and ongoing, 14 of which collect online • 12 rejected, • 6 being analysed, • SUBMISSION TO THE COMMISSION • 2 initiatives ("Right2water" and "One of Us") announcedthatthey have reached 1 million statements of support and the minimum thresholds in more than 7 MS, • "Right2water" has submitted the statements of support for verification by the MSs, • The Commission isexpecting the possible submission of the "Right2water" initiative before the end of 2013,

ICT Aspects – Requirements Online collection Organisers build their own online collection system Data should be stored in the territory of one MS Systems should ensure that: (a) only natural persons may submit a statement of support form online; (b) the data provided online are securely collected and stored (c) the system can generate statements of support in a form complying with the models set out in Annex III, in order to allow for the verification by the MS.
ICT Aspects - Online Collection Software Open source software to collect statements of support from signatories in all MS Data requirements vary from one MS to another -> forms adapted to each MS Possibility to extract data per MS in order to send the relevant statements of support to the corresponding MS authority Compliance with relevant technical specifications from Commission Regulation No 2011/1179
