Whatis RENAI? • Information system on direct investments in Brazil -coordinated by MDIC • Objectives: • Provide information to potential investors and other players in order to support the decision-making process; • Facilitate investments by keeping a network to gather investors and government organizations; • Develop investment policies; • Coordinate actions aimed at promoting investment in Brazil; • Support States in structuring their areas of investment attraction; • Promotebusiness environment improvements in Brazil.
RENAI as a Facilitator • Monitor and propose actions and projects to increase public and private investment; • Work together with the Federal and State level Government and private sector organizations tofacilitateinvestment.
RENAI as a public policy-maker • Analyze and propose measures aimed at reducing barriers and improving the investment environment in the country; • Take part in national and international forums that deal with investment in order to establish strategies and policies to attract investments.
RENAI as agent for attracting FDI • Coordinate activities of promotion and dissemination of investment opportunities in Brazil; • Prospect and identify new opportunities for FDI in Brazil; • Establish partnerships with international organizations to promote investment opportunities in Brazil and the internationalization of Brazilian companies.
RENAI and the support to the States • Cooperate and exchange information with State and Municipal agencies or organisms of investment promotion; • Assist those agencies in developing their structures of investment support; • Promote training actions of agents involved in the facilitation of investments.
State Database of Investment Opportunities • Projects for which the Federal Units are interested in attracting private capital. • Opportunity for international dissemination (MRE and RENAI site, Trade Promotion Sectors on Brazilian Embassies) • Projectswith: • Attractiveness to the private sector • Specificity • Indication of the responsible contact for the dialogue • Twomodels: • Infrastructure projects • Competitive industries in the States (agribusiness, mining, renewable energy, R & D)
Agreements with the State Secretariats of Development, Trade and Industry • Goals: • Exchange of information on investment opportunities • Exchange of economic data and sectorial studies • Program to improve the business environment • Participation or joint promotion in events related to the area of productive investments • Attraction of and assistance to potential investors
RENAI as a provider of information • Give disclosure of tax and financing incentives to attract, maintain and expand investments; • Coordinate information system of investment announcements.

MINAS GERAIS • The Secretariat of State for Economic Development runs the Competitiveness Support of Local Production Program funded by the Inter American Development Bank (IDB) and supported by SEBRAE-MG and FIEMG. • One of the lines of the Program is "Environment and Social Development that supports the following actions at the Electro-Electronic cluster in Santa Rita do Sapucaí and region: • Study and Design of a Waste Center • Plan of Solid Waste Management
MINAS GERAIS • Objectives • Monitor the solid waste scenario within the Cluster; • Map the supply chain; • Foreshadow collective actions and solutions; • Develop standards for operating the Waste Center; • Train the operating workforce for the Waste Center; • Meet the environmental requirements and legislation; • Identify the impacts generated by the Waste center; • Reduce the environmental impacts; • Develop environmental control measures; • Develop a plan to control the environmental impacts generated by Center. • Situation in March 2013 • The study and design of a Waste Center has been completed and the solid waste management plan is being conducted, with conclusion scheduled for December 2013.
PIAUÍ • There is an initiative of the Green Mind Sustainable Development Company to establish a National Pole for processing, recycling, remanufacturing and manufacturing electronic components and materials in Piauí. • The system provides reverse logistics, processing, recycling, remanufacturing and manufacturing of components and electronics materials, as well as the necessary control systems and unified management (logistics, environment, labor, etc.). • The INRE - National Institute of Waste, was formed in May 2012, in Piauí, and it was appointed as the manager entity of the Green Mind Company. • Green Mind signed an agreement with ABEMA – The Brazilian States Environmental Association in November 2012, in the presence of Minister Isabella Teixeira, with the objective, among others, of taking the issue to the other Brazilian States. • Green Mind is finishing implementing the REEE (Waste Management of Electrical and Electronic Equipment) and the reverse logistics systems.
RIO DE JANEIRO • Recicla Rio Program: • Program focuses on the strategic implementation of reverse logistics systems that encourage the collection of recyclables. • Recicla Rio is the waste policy instrument and is inserted into the PERS (State Plan for Solid Waste). Its main goal is the recovery of solid waste and promotion of partnership between public, private and community aimed at strengthening the recycling supply chain on the state of Rio de Janeiro. • The program’s goal is to reduce the generation of waste, creating alternatives for waste reuse in the same production system while generating better working conditions for pickers in the recycling chain
RIO GRANDE DO SUL • RecyclingandDepollutingProgram • The industry falls into two institutional contexts: • National Solid Waste Policy within which recycling belongs to a line of priorities • Management of waste, whose responsibility is of the generating entities (companies, governments and families) or the municipal entities, either alone or in consortium. • Both contexts are complementary since the development of innovations in the recycling industry, in both as an autonomous process of production and as direct reintroduction of waste in traditional lines of production, depends on proper waste disposal by those who has generated it. • In recent years, recycling has been going through a period of expansion in the State.
RIO GRANDE DO SUL • Mainactivities • Recycling process of final goods (post-consumer) and waste production with its reintroduction as an input of new production processes (plastic, glass, metal, wood, leather, rubber, etc.) • Investments in Cleaner Production: Reduction/Elimination of waste generation in the production processes. • Reuse of waste into new products and production chains. • Harnessing energy from waste with flammability characteristics. • Development of the industrial sector in incorporating technology in machinery and equipment suited to environmental solutions.
RONDÔNIA • The state does not have a specific Policy aimed at recycling and solid waste treatment. • It follows the State Law 1.145, from December 2002, that established a State Policy and created a Solid Waste Management System.
SÃO PAULO • There are several policy initiatives aimed at enabling business sector: • State Law 12.300/2006 - State Policy on Solid Waste, a pioneer in the Brazilian context • State Decree 54.645/2009 - Regulating provisions of the State Policy on Solid Waste • Resolution SMA 24/2010 - Establishes the relationship of waste generating products with significant environmental impact, including consumer electronics, and determines the creation of post-consumer accountability programs for these products. • Resolution SMA 11/2012 – Post-consumer responsibility programs for the sector of mobile telephony.
SÃO PAULO • Currently the state already has companies in different niches of the market. Umicore (Guarulhos and Americana), Apliquim (Paulínia) and Sinctronics (Sorocaba) are examples of projects currently operating or under implementation in the State of São Paulo. • Moreover, the Green Economy macro sector , which includes the recycling of electronic waste, is considered strategic by the State of São Paulo, which facilitates the execution of prospecting efforts and ensures compliance to investment projects.
DISTRITO FEDERAL Inverselogicto solve thewastequestion: • Toterminateoperationson Estrutural Dumpsite; • Minimize the volume of waste for final disposal, maximizing sorting, reuse and recycling; • Intersectoral Committee - Decree 32.922/2011; • Intervention Plan - Decree 33.445/2011.
DISTRITO FEDERAL • The Government of Distrito Federal proposed in 2011 a new system of integrated management of solid waste • Its policy is based on the Technical and Political Intervention Plan on Waste Management (Decree n ͦ 33.445, 23/12/2011)
Investments in the solid waste sector • Through its website, Renai will promote an space to announce investments opportunities in the sector of solid waste, as a way to attract further attention to the sector and to promote partnerships between the public and private sector.
