Exchange Basics • Virtual marketplaces – where thousands of people, insured and uninsured, will seek information to select and purchase health insurance. • Estimates are 300,000 uninsured individuals may obtain coverage through the exchange. • Many parameters defined in Patient Protection and Affordable Care Act (enabling legislation). • Key decisions made at state level about the structure, governance, and role of the exchange.
Known Parameters • Exchanges will be the exclusive vehicle for individuals and families to obtain subsidized insurance coverage but there will continue to be and individual and small group market outside the Exchange. • States have the option to create separate exchanges for individuals and small businesses and state, regional or multi-state exchanges. • Federal legislation defines a number of requirements – minimum benefits, disclosure, subsidy levels.
Colorado Progress • Community Forums • Build shared understanding about Exchanges. • Seek and collect input from wide range of stakeholders on best way to structure the Exchange(s). • Develop a “Stakeholder Perspective” document that can inform the efforts of the general assembly and new governor during the 2011 session and moving forward. • Colorado received roughly $1 million pre-pre-planning grant. • Enabling legislation is planned for 2011.
Exchange and the Underserved • The opportunity for access to private insurance for many low and moderate income Coloradans. • A highly accessible and effective Exchange will be the key to successful implementation of the individual mandate. • Implementing the Exchange is a huge task with vision and values, technical, broad ranging systems impact and political components.
