Recommendations for DWR’s AB 32 Action Measures • 1) Integrate climate change into • California water planning • 2) Measure water use and related GHG emissions • 3) Reduce Consumptive Water Use and related GHG emissions • 4) Require certification of BMP’s that reduce GHG Emissions • 5) Carbon-Neutral Energy Portfolio for state’s Water

  3. Water Agencies and Climate Change 1) Assess Global Warming Impacts To Water Supply 2) Develop Response to reduce Future Impacts of Climate Change 3) Prevent Future Impacts by reducing GHG Emissions

  4. Assess Global Warming Impacts To Water Supply 1) Conduct agency assessments of climate change impacts to water supply 2) Work with other agencies to evaluate regional vulnerability

  5. Develop Response to reduce Future Impacts of Climate Change • 1) Put conservation first • 2) Incorporate climate and energy issues into statewide water planning • Integrated regional water management plans • Work with energy utilities

  6. Prevent Future Impacts by reducing GHG Emissions • 1) Public outreach • 2) Support mandatory caps on emissions • 3) Support alternative energy and energy efficiency programs

  7. Dams are not a solution to global warming • 1) Projections based on historical hydrology, not future • 2) Large reservoirs in a changing climate • 3) Subsidies encourage water waste • 4) Negative Impacts on the environment • There are cheaper and more effective alternatives
