  4. Procurement Practices • The Guidelines for the Procurement of Goods and Services for the House of Representatives regulate the procurement practices of the House. A copy of the Guidelines may be obtained at our web site. • The U.S. House of Representatives is not subject to the Federal Acquisition Regulation (FAR). The FAR regulates procurement practices for the Executive Branch of the Federal Government and its related agencies.

The U.S. House of RepresentativesOffice of the Chief Administrative OfficerSustainable and Environmentally Sound Goods and Services • Contractors doing business with the U.S. House of Representatives are encouraged to operate in an environmentally friendly manner. Products provided by contractors for use on the House Campus or in District Offices must be environmentally sustainable products to the maximum extent practicable. In addition, contractors must ensure energy efficiency in energy-consuming products. • In the near future, the House will begin collecting environmental data on products purchased by the House. The following categories will be tracked using information directly entered by House vendors: • Alternative Disposal • Biobased • Energy Efficiency • Recycled Content • Toxicity 7

Vendor Lists For Solicitations • The Procurement Management department does not compile or retain “vendor lists.” For each new solicitation, the House does retain a bidders list that only applies to that particular solicitation. Your company may register to receive the current solicitation by sending an email with the solicitation number, your name, company name, address, phone number, fax number, and email address to the respective procurement specialist listed in the announcement.

Minority-owned businesses? Women-owned businesses? No. The House conducts procurements that provide for maximum possible competition according to the Guidelines for the Procurement of Goods and Services for the House of Representatives. • Where does my firm submit an Unsolicited Proposal? All unsolicited proposals should be submitted to CAO Procurement Management, U.S. House of Representatives, Washington, D.C. 20515. Please be sure that your proposals are clearly marked "UNSOLICITED PROPOSAL" on all copies. 26
