Colombia has an abnormal number of budget inflexibilities.They come in all forms and flavors:Introduced by the ConstitutionIntroduced by rulings of the Constitutional CourtIntroduced by lawsIntroduced by the executive So, when the budget bill reaches the floor, not much to decide. But the formal rules look beautiful. .
