The strategy framework Part 1. Assessment on the strategy for the period of 2001-2010 (According to the Strategy issued under Decision 35 by the PM and health system framework) Part 2. The strategy for the period of 2011-2020, vision to 2030 1. Factors forecasted to affect health: • Disease status quo and models • Population • Economy • Natural environment • Social environment
2. Viewpoint of direction • Health is human’s most precious property. • Investing into health is investing into socio-economic development of the country. • Building Vietnam health system towards Equity-Efficiency-Development-Quality. 3. Objectives Accelerating the modernization process of health sector; developing health service to the level of equal standardization with other countries in the region; ensuring that every citizen has equal access to quality health service; reducing disease contracted and death toll related to diseases rate; preventing pandemic; improving health, extending longevity and enhancing life quality.

5. Major strategic orientation Service supply • Consolidating and finalizingthe organizational structure of the health sector from central to local level; combining governmental health and private health. • Developing the grass-root health network (district, commune, village level), to ensure that all citizens have equal access to quality health service. • Focusing on preventive medicine, well implement National Health Target Programs (NHTP) in order to handle important community health problems (including food safety) • Developing treatment network of all lines, improving service quality, developing both public and specialized treatment service. • Preparing to effectively respond to risks, challenges and factors influencing health (aging population, fluctuation of disease models and death toll, living style, climate change, etc) • Maintaining replacing birth rate, improving population quality, reducing imbalance of gender at birth.
Health Human Resource • Developing the HR for health with appropriate number, structure and distribution; improving HR quality; strengthening HR management and effective usage. Health Finance • Increasing national budget for health • Fully developing health insurance over population. • Controlling health expenses, reducing OOP and personal spending in health. • Supporting the poor and nearly poor, children under 6 years old, ethnic minority, policy objects. • Reforming national budget allocation for health facilities (along actitivity result) • Reforming operational and financial mechanism to improve financial managing effect. • Putting food safety in priority. • Reforming hospital finance (cases, groups of patients, rate…)
Health Information • Improving information quality (indicators, index, reports, analysis, etc); boosting the dissemination and usage of health information; step by step modernizing health information system Pharmacy • Developing the pharmacy industry at national level. • Managing medicine quality. • Using medicine safely and appropriately. • Managing medicine price. Health equipments and facilities • Boosting the production of national health equipments. • Providing suitable equipments for the functions, responsibilities and needs of each line. • Effectively managing and using health equipments. • Testing, maintaining, repairing equipments to ensure their quality.
Management • Enhancing health policy and strategy planning capacity and quality. • Well organizing the implementation of health fundamental policies. • Accelerating tracking, monitoring, examining, assessing health plans. • Improving health planning and implementing capacity in all lines.
