  4. New IANA Functions Contract • Request for Proposal (RFP) • SA1301-12-RP-IANA • 10 November 2011 https://www.fbo.gov/?s=opportunity&mode=form&id=c564af28581edb2a7b9441eccfd6391d&%20tab=core&_cview=0 • Proposals required by 12 December 2011 • For contract period 1 April 2012 – 31 March 2015

Changes to Contract • 66 pages, highly specific, includes “Statement of Work” (SOW) for contractor • Notable inclusions: • IANA contractor can charge fees • IANA contractor can not develop policies • IANA staff at arms length from ICANN • Performance metrics included • ccTLD delegation / re-delegation processes outlined

  6. Likely Outcome • Timeframe precludes alternate bidders • Unlike NTIA transition for ICANN from: • Contract • to MoU • to AoC • IANA Functions Contract will be much more detailed and much more accountable to NTIA
