Alternate Care Facilities (ACF) 2013 Fall Update
What is an Alternate Care Facility? • What it is… • Public Health focused • Tiers (1, 2 and 3-4) • Roles • Surge support for hospitals • Community evacuation with a disaster • Isolation and quarantine • What it is not. • Not the MASH unit of the 70s TV show. • Not a Red Cross Shelter. • Not the opening up another wing at a hospital
A few Critical Assumptions… • An ACF is the last option and would only be opened when the existing medical infrastructure is overwhelmed. • An Emergency Declaration is made by the Governor or a Spokane County elected official before opening an ACF. • Hospitals and long term care facilities are responsible for the evacuation and shelter needs of their patients/residents. • Red Cross can provide care up to the licensure of their staff in their general population shelters. • ACFs are not designed for pediatric patients.
ACF Plan Overview • Identify need. • Identify who has operational control and medical oversight. • Find location and request Health Care Coalition assets. • Identify logistical support resources. • Identify staffing resources. • Open your ACF. • Plan on how and when you will close your ACF.
Next steps in acf planning • Operations • Wrap-around services • Security planning • Staffing • Medical Oversight • Trusted Partners • MRC • Locations • Co-Location with Red Cross • MOU challenges • Medical Management • Crisis Standards of Care • Training Options
