Authority To Provide SSA Data To The States Section 1137 of the Social Security Act allows SSA to disclose its data to specified agencies to determine entitlement or eligibility to federally funded, state administered, benefit programs. Types of Federally Funded Benefit Programs: • TANF (Temporary Assistance to Needy Families) • Medicaid • S-Chip (State Children’s Health Insurance Program) • SNAP (Supplemental Nutritional Assistance Program) • WIC (Women, Infant, and Children Program • MSP (Medicare Savings Program) • Unemployment Compensation programs • LIHEAP (Low Income Heating and Energy Assistance)

Under Routine Use, Systems of Records Provisions, SSA Provides UI Agencies With: 60-0058—Master Files of Social Security Number (SSN) Holders and SSN Applications System, 60-0059—Earnings Recording and Self-Employment Income System, 60-0089—Claims Folders System, 60-0090—Master Beneficiary Record, and 60-0320—Electronic Disability Claims File.

  5. What’s Necessary to Participate in a State Data Exchange ? The state must: • Have an approved and secure data transmission method. • Sign the following agreements with SSA: • Computer Matching Privacy Protection Act (CMPPA) Agreement. • Information Exchange Agreement (IEA).

  6. Why Are These Agreements Required… CMPPAs and IEAs are dependant upon each other to be valid working agreements in acquiring a data exchange. CMPPAs cover provisions for a computer matching agreement (legal authority, disclosure, re-disclosure restrictions, notifications, security procedures, and protection of PII) IEAs provide details about the: • Data exchange system the State Agency is eligible to receive, • Program for which it is disclosed, and • Data delivery method.
