How to Integrate “Green” into Acquisitions Adam JonesProcurement AnalystGeneral Services Administration May 2012
Agenda • Background • Solicitation/Contract Parts • Services Examples • GPC Demo
Federal Sustainable Acquisition Policy • 95% of all contract actions shall require use or supply of products that are: • Energy-efficient • Water-efficient • Biobased • Environmentally preferable • Non-ozone depleting substances • Recycled content
Environmentally Preferable Purchasing • Comparative term • Consider entire life cycle • EPA’s Environmentally Preferable Purchasing Guidance • No set standards • Apply to ANY competing products or services • www.epa.gov/epp
Environmental Programs and Standards • Energy Star® • FEMP-designated • WaterSense • BioPreferred • EPEAT • SNAP • CPG compliant • And 400+ more
Planning Green • Does a sustainable acquisition requirement apply? • What environmental labels or standards apply? • What are the environmental impacts of a product/service throughout its life cycle? • Should the solicitation require green products? • Should the solicitation include a green evaluation factor? • Are other environmentally-related requirements appropriate? • What environmental practices have commercial companies already instituted?
Solicitation/Contract Parts • Instructions to offerors • Contract clauses • Performance requirements/statements of work • Packaging • Delivery • Evaluation factors
Instructions to Offerors • Tailor to acquisition strategy • May mandate vendors to: • Submit electronic proposals • Specify green products to be used/supplied • Provide an environmental statement or open-ended narrative • Reduce travel • Recycle or reuse excess materials • Minimize materials used • Insert required FAR or agency provisions
Contract Clauses • Required or optional FAR clauses • Agency-specific clauses
Performance Requirements/SOW • When practical, may require contractors to: • Submit electronic deliverables • Use green products • Reuse or recycle materials used in performance • Perform contract off-site • Conduct meetings via video- or teleconference • Take back products or packaging at end of useful life • Incorporate green aspects of successful proposal into the contract
Performance Requirements/SOW • Services that should typically require use or supply of green products: • Construction, repair, renovation • Building operations & maintenance • Landscaping • Pest management • Fleet maintenance • Janitorial services • Laundry services • Cafeteria operations • Meetings and conference services
Packaging • Favor packaging that: • Minimizes materials used • Includes recycled content • Is reusable or recyclable • Contains zero or reduced toxic materials
Delivery • Supplies • Delivery schedule – number of shipments • Mode of transportation – AFVs or other alternatives • Services • Require electronic deliverables • Limit number of hard copies • Require black/white, double-sided, CPG compliant paper
Evaluation Factors • Use to incorporate environmental considerations into best value decisions • May be “stand alone” or incorporated into other factors (technical approach, past performance, etc.) • Tie your evaluation to offeror instructions
Example: Event Management Services • Favor vendors that propose/have: • Mass-transit accessible/efficient transportation routes • Reusable or BioPreferred food serviceware • Energy and water conservation programs • Recycling and waste minimization programs • Reusable badges, signage • Electronic registration and distribution of materials
Example: FSSI Print Management • Fleet Assessment and Complete Device Imaging Solutions • Sustainable elements include: • ENERGY STAR and EPEAT requirements • Minimization of packaging & increased recycled content packaging • Factory set default duplex printing • Ability to accept 100% recycled and 50% post-consumer content • Use of biobased and remanufactured toner • Disposal through recyclers certified to either Responsible Recycling Standard or the E Stewards Standard • Green CLIN for devices with most advanced sustainability technologies
