  4. Framework Basin-wide Approach to Significantly Reduce Flood Damage needs to include: • Large scale capital projects • Smaller scale capital projects • Land use management • Environmental Enhancements • Flood Warning and Emergency Response

  5. Scoping for Potential Dam Three Periods • Years 1-2, cost $3.7M to $5.7M • Years 3-5, cost $13.5M to $20.9M • Years 6-8, cost $9.7M to $16.3M

Key questions in Years 1-2 to Determine Feasibility of Dam • What type (flood control only or multi-purpose) dam will be built? • How will the dam be operated? • What environmental mitigation might be required? • What type of fish passage facilities will be needed and what are the potential costs? • What is the impact on water quality and sediments in terms of channel configurations? • Is the benefit-cost ratio of the selected alternative positive?

  7. Feasibility Work in Advance of Next Biennium • Screw trap to study outmigration • Juvenile fish tagging to study upstream movement of juveniles • Project management for agreement on work scopes and hiring of consultants/internal resources

  8. Alternatives for I-5 • Advance analysis with and without dam • Preliminary design costs

Strategic Program for Floodproofing and Buyouts • Invest to address known problems - 128 repetitive loss structures, cost $10‐15M • Invest strategically in the future $250K • Assess or model potential flood damages to existing development under a variety of flood scenarios; • Assess or model potential flood damages to potential future development • Use the CRS to assess and refine jurisdictions current and potential future efforts.

  11. Enhance aquatic species and ecological function • Twenty projects recommended based on review by Ecology and DFW of Anchor QEA Enhancement Study. ($78M) • Additional projects recommended by Chehalis Tribe • Projects range from in cost from $300K to over $4M and benefit multiple species • Need for overall strategy and prioritization of projects
