Splash Pad Contractor • Sole Source Design/Build • Patterson Pools is a Design-Build Company in business since 1946 and has been involved in the design of over 1,100 commercial swimming facilities in Ohio and the surrounding states. They have also designed and built numerous splash pads including Muirfield Village in Columbus. • The Competitive bidding process could not occur quick enough to meet the July 3 deadline. • Patterson Pools came highly recommended by the Huber Heights YMCA.

  7. Splash Pad Contractor • Patterson Pools has already completed a design for this splash pad. • A construction quote and quantity prices were provided and reviewed and the cost for the individual items were not out of line in comparison to other construction projects. • Patterson Pools is local (Columbus) and has proven to provide excellent service and maintenance. • Liquidated damages will be enforced after the deadline completion date.

  8. Sole Source • 171.12 EXCEPTIONS TO COMPETITIVE BIDDING PROCEDURES (b)      The Council may waive the competitive bidding procedures herein or approve alternate procedures whenever it deems it to be in the best interest of the City to do so.

Splash Pad Site Considerations • Tom Cloud Park is highly used for all different sports activities and is becoming a Showcase for the City • Splash Pad is located where people are already congregating • Splash Pad provides a place to cool off after playing sports • Splash Pad is located at a prime location within the park (near front entrance) • Room has been left for expansion of the splash pad • Covered shelters are located nearby (within 300 feet)

Splash Pad Site Considerations • Pad is ADA accessible from parking lot and walkways • Restrooms are nearby (changing area) • Existing Water Service is nearby • Minimal earthwork activity is required at this location • In the future, a Family Play Area will be installed next to the splash pad and the volleyball court will be relocated • If placed in any other location within the City, the splash pad will not get as much use.

Planning and Zoning • Park is currently zoned “C” Conservation District • Principle permitted uses include Public Parks, Playgrounds • Permits any accessory use customarily accessory and incidental to a permitted use • Planning and Zoning Department can issue Certificate of Zoning Compliance for plan. (Does not go to Planning Commission) • Montgomery County Building Department shall issue Building Permit and provide inspections

Community Crime Rate • Many social studies have been conducted on communities and crime • Focused on the role of community in controlling crime, not the contribution of criminal justice • Social order and efficacy of community has direct effect on crime rate • Social “disorganization” results in high crime rates

Community Crime Rate • Three main elements that effect social control: • Family • Community • State (Us: schools, police, government, etc) • Community’s willingness to enforce their “norms” has greatest effect on crime • Control and behavior of children, willingness to stop or intervene in crimes, etc.

Community Crime Rate • Communities with high collective efficacy (enforcing their norms) have lower crime rates. • This is NOT affected by economic, demographic, or other data factors • Community affects crime; Therefore • Organized communities have lower crime rates than disorganized communities • Greatest reason is strength of community controls and willingness of residents to engage in informalsocial activities

Community Crime Rate • Remembering the three main elements of social control (family, community, state), it is our role (state) to provide the foundation for the others to exist • Recreation creates an organized community and provides an outlet for the development of the highest contributing social element: family

Recreation • Gets families “together” for more face-to-face interactions and more familiarity and comfort with the three elements including government (the City and its services) • Having recreation promotes the City and provides certain advantages: • Business growth and profitability • Landowners benefit from rising land value • Can diversify the economy • Benefits from growing tax revenues and growth-induced economies of scale can lead to improvement of public services

Recreation • Huber Heights has already seen improvements as just the potential of recreation has increased • Long-term value of improving the core elements of a community far outweigh the cost of having a disorganized community and the subsequent effects • Field of Dreams…Build it and they will come..
