AGA Survey Methodology The 2013 Peer Group consists of 36 gas-only distribution companies compared to 40 in 2012 There were 6 Peer Group utilities from 2012 that did not submit data in 2013 (Equitable Gas Company, Laclede Gas Company, Missouri Gas Energy, Ohio Valley Gas, Peoples TWP, and PSNC Energy) Two new Peer Group utilities were added in 2013 (Altagas Utilities, Inc. and Columbia Gas of Virginia)

Peer Group OSHA Recordable Incident Results The SoCalGas OSHA Recordable Incident rate fell to the 3rd quartile of the 2013 Peer Group; in 2012, SoCalGas was in the 2nd quartile The SoCalGas goal is to be in the first quartile of its Peer Group within four years. A 14% annual reduction is needed to achieve this goal (OSHA Rate <1.94) within four years The SoCalGas 2013 OSHA Recordable Incident rate of 3.53 was 5% worse than its 2012 rate of 3.35 2013 OSHA Recordable Incident rate without Meter Reading and Advanced Meter is 2.97

Peer Group OSHA Recordable Incident Results • The SoCalGas 2013 OSHA Recordable Incident rate of 3.53 was 16% worse than the Peer Group weighted average OSHA Recordable Incident Rate of 3.05 • Sixty-six percent of the Peer Group OSHA Recordable Incident rates decreased in 2013 and 34% increased • The OSHA Recordable Incident rates of utilities with fewer employees tend to have greater variability from year to year

Company to Industry Comparison • Sixty-one percent of the Peer Group Companies read 100% of the meters with their own employees • SoCalGas reported: • A greater percentage of Cumulative Trauma injuries than its Peer Group (21% vs. 2%) • Less Cuts/Punctures than its Peer Group (4% vs. 12%) • A similar percentage of Sprains & Strains, Hearing Losses, Fractures, and Heat Burns to its Peer Group • A lower percentage of Hand injuries (11% vs. 17%) but a greater percentage of Foot injuries than its Peer Group (13% vs. 8%)

Company to Industry Comparison (Cont.) • SoCalGas reported: • A significantly greater percentage of injuries as a result of Repetitive Motion than its Peer Group (18% vs 4%) • A significantly lower percentage of injuries as a result of Lifting, Pushing or Pulling, and Striking or being Struck by an object than its Peer Group • A similar percentage of MVIs were “controllable” (preventable) compared to that of its Peer Group (45% vs. 42%)
