  19. Program Update for COI Policy Workshop June 13, 2013

The Reach Higher initiative provides adult degree completion programs in flexible, non-traditional formats. • Bachelor of Science in Organizational Leadership • Associate in Arts in Enterprise Development • Associate in Science in Enterprise Development • Available at nine universities and 14 community colleges and technical branches across the state.

REACH HIGHER Two-Year Expansion An opportunity for additional existing programs at two-year institutions to be considered for “Reach Higher Endorsement.” The expansion broadens the program to include the associate in applied science degree programs and the transfer degree programs which are offered in a non-traditional format, which could be online, flexible scheduling, or other means of providing quality instruction to the adult learner.

  22. REACH HIGHER Two-Year Expansion The Reach Higher Endorsement Request Form will be submitted to the Council on Instruction’s 2-Year Council. Upon approval, the Council on Instruction’s 2-Year Council will forward the endorsed program to the Two-Year Reach Higher Council to be included in promotional and other events associated with Reach Higher.

  23. REACH HIGHER Two-Year Expansion The Two-Year Reach Higher Council will also discuss implementation and tracking of the programs on the individual campuses. The Two-Year Reach Higher Council is composed of Reach Higher Coordinators from each of the participating two-year institutions. Endorsed programs will be included in a state-wide marketing plan which includes the Reach Higher website and other marketing materials.

  26. Federal Program Integrity Rules: State Authorization • On October 29, 2010, the United States Department of Education (USDE) released “program integrity” regulations. These regulations set requirements for states to monitor and enforce statues and policy in their states in various areas including: • Distance education (including correspondence study and online learning); • state-by-state inventory; and • State Complaint Procedure.

Federal Program Integrity Rules: State Authorization • On June 5, 2012, the U.S. Court of Appeals agreed with a lower court ruling to ‘vacate’ the distance education portion (§600.9c) of the USDE’s ‘state authorization’ regulation. • It is important to note that this ruling is for 34 CFR 600.9(c) only and the USDE’s ability to enforce the regulation. This outcome has no impact on the regulations of each state. Those regulations remain in effect and the states still expect you to follow their laws. That is, Oklahoma systems of higher education are expected to follow state requirements for authorization to delivery distance education to students within their boundaries. At least for the time being, there is no risk of federal enforcement of state requirements.

Federal Program Integrity Rules: State Authorization • State Complaint Procedures: • Institutions must provide a process for current and prospective students to file third-party complaints with the accrediting agency and the state agency charged with oversight of institutions operating in the state. • OSRHE process: • Students file complaint with the OSRHE office by completing an online form that is automatically submitted to academic affairs. • OSRHE staff remains in contact with student until it is determined that complaint/issues is resolved or adequately addressed. • OSRHE office serves as mediator between student and institution and allows institution opportunity to address student complaint. NOTE: The State Regents’ Institutional Accreditation policy has been revised to include language pertaining to the student complaint process.

Summary of Amended Changes: The changes align policy with the provisions of Oklahoma § Title 70, O.S., Section 3242 (2007) by: Deleting “unless residency has been established in another state” and “in-state status” and adds “resident tuition” in policy section 3.17.3.E to align with provisions of statute. Regarding section 3.17.6 pertaining to undocumented students, the changes delete the use of “in-state status” and adds the use of “resident tuition” to align with provisions of statute. Policy Revision 3.17 In-State/Out-of-State Status of Enrolled Students NOTE: These changes are pending State Regents’ approval at their June 27, 2013 meeting

Policy Revisions 3.25 Professional Programs – incorporated OUHSC’s Doctor of Science in Rehabilitation Science, Doctor of Nursing Practice, Doctor of Audiology, and Doctor of Public Health and LU’s Doctor of Physical Therapy 3.26 Ardmore Higher Education Program (AHEP) –Legislation was passed in Spring 2012 to change the name of the Ardmore Higher Education Center to the University Center of Southern Oklahoma (UCSO). The following policies were changed to reflect the AHEP name change to UCSO: 3.2 - Functions of Public Institutions 3.8 - Approval of Changes in Academic Structure and Nomenclature 3.16 - Electronically Delivered and Traditional Off-Campus Courses and Programs 3.26 - Ardmore Higher Education Program

Electronically Delivered and Traditional Off-Campus Courses and Programs The purpose of this policy is to establish standards and procedures for offering electronic media and applies to courses and programs delivered both within and outside of the state by Oklahoma state system institutions. • Electronic media is defined as courses and programs offered through videotape, CD ROM, telecourse, web-based (i.e., online), interactive television, or other digital methodologies. • An online program is defined as: • 100 percent of the courses for the major is offered through online delivery; or • Major is defined as courses in the discipline of the student’s declared major, excluding support, general education, and elective courses. • The program is advertised as available through online delivery.

Electronically Delivered and Traditional Off-Campus Courses and Programs • Academic Standards • The expectation is that there is no difference in the academic quality, academic standards including admission and retention standards, and student evaluation standards for courses and programs regardless of delivery method. • All State Regents’ and institutional policies, standards, and guidelines for on-campus instruction apply to electronic and traditional off-campus instruction.

Electronically Delivered and Traditional Off-Campus Courses and Programs • Electronic media and traditional off-campus courses and programs must address the following academic standards [3.16.5]: • Faculty Qualifications • Faculty/Student Interaction • Academic Integrity • Student Confidentiality • Advertising • Learning Resources • Academic Calendar Requirements • Admission, Retention, and Assessment • Student Services • Technical Support System • Equipment and Software/Tools

  34. Electronically Delivered and Traditional Off-Campus Courses and Programs • Academic Calendar Requirements [3.16.5.G]: • The standards observed relating to the number of course meetings and total time spent in the course or in satisfying the course requirements shall be comparable to those observed on the main campus [refer to 3.18 Academic Calendars policy for guidance]. • An exception to course meeting time is allowed as defined in the Competency-Based Learning (CBL) section in the State Regents’ Academic Calendars policy. • Institutions utilizing this exception must have documented and validated methods for students to demonstrate competencies, student assessment, and awarding academic credit as required by the CBL section. NOTE: Must have CBL approved and on file with the OSRHE.
