  3. Summary of Capacity Development Gaps • No M & E forms/guidelines • No M & E database • No feedback mechanism • Officials in-charge lack of necessary skills • No single and harmonized M&E system for MoP and LMs/LAs.

  4. Actions to be taken • Establish computerized M&E database and paper-based M&E forms • Strengthen the existing M&E unit in LMs/LAs • Build capacity of the M&E officials in MoP (short-term and long-term trainings) • Report to the leaders of MoP about ADB M&E initiative for Cambodia.
