  3. What underpins HECA ? Carbon Plan targets Fuel Poverty targets Policy integration

  4. Local Authority obligations Produce report by 31 March 2013, then every two years. Report to set out actions which are practicable, cost effective and likely to result in significant improvement. To take advantage of finance. To utilise an area based approach. No sanction for not reporting.......

  5. The HECA report Local ambitions and priorities. Measures and how they will be funded. Area based approach and how this will be funded. Delivery / partners and timeframe.

  6. HECA report 1 Local ambitions and priorities. Existing and future plans making reference to key drivers. Encouraged to sign up to LGA’s Climate Local as a framework for local action. How will plans tackle fuel poverty – links to new or existing Fuel Poverty Strategies and use of ECO Use data made available by DECC? .

  7. HECA report 2 Significant measures and funding Integration of Green Deal, ECO, FiTs and RHI Use of EPC data Measures can also be advice, education and promotion Identify key local partners Retrofit projects

  8. HECA report 3 Area based approach and funding Perceived added value of this approach Key links with social housing providers and the plans of other partners. Use of ECO carbon saving communities obligation and ECO - Affordable Warmth funding for certain areas.

  9. HECA report 4 Delivery and time frame Consortium or single council report? Reports intended to be a: • catalyst for joint action with multiple partners, • vehicle to attract funding, and a • communication tool. Reports should have a time frame.

  10. Key points Data and on-going monitoring Collaboration Use as a strategic tool

  11. The downside Not much time to develop a well considered plan – unless you have plan already. No extra resources to support this statutory obligation. Little acknowledgement of local solutions – it’s all about fitting in with big national schemes. .

  12. USEA’s offer Tiered reporting and monitoring service with levels based on: • The level of data analysis • The amount of stakeholder facilitation Use of GIS as way to identify opportunities. An on-going service if you want.
