RSP aims to achieve: • A response to Leitch for the region • Demand • Meeting the aims of the RES • Economic growth and included communities • A framework by which partners can coordinate action • Influence investment in skills strategically
Principles Partnership approach to delivery Ensure inclusiveness, involvement and Impartiality Target regional priorities whilst acknowledging/supporting sub regional activity Focus on strategic nature of the document Ensure regional ownership and sign up
Regional Priorities Tackling worklessness by supporting individuals into training and jobs. High: Yorkshire and the Humber has a high number of economically inactive groups, including lone parents, BME and older workers
Regional Priorities (cont) Increase participation of 16 – 19 year olds in education/work based learning. High: Yorkshire & Humber has the largest percentage of NEET in England. They are significantly at risk of long term economicinactivity
Regional Priorities (cont) Increase proportion of people with skills needed for employment and support individuals to progress to NVQ level 2 and beyond. High: The qualifications of the population of Yorkshire & Humber are below the national average, with a significant percentage with no qualifications. Whilst the focus will be on tackling basic skills, to support individual progression and upskill the regional labour force, there is some limited scope in ESF to train to NVQ level 3.
‘Yorkshire & Humber Skills Vision’ Using ESF ‘Activities’ to: • Deliver the vision of ‘Employability for all’ • Integrate employment & skills development activity to ensure a prosperous region • Supported by coordinated skills offer for - Pre employment – job ready - Entry to work – being able to do a job - Up skilling current employees – doing a better job - Leading, managing & innovating – getting a better job
In Conclusion Ensuring alignment between regional/ sub regional need and expectation whilst achieving best value and additionality by ensuring ESF is used ‘smartly’ Need to build on what as gone before whilst having a smaller allocation ESF Operational Programme vital to the success of the Skills Vision for the region
