Introduction • POP workgroup response to increase of prescription opioid deaths and overdoses in Oregon; purpose to reduce prescription drug overdose in Oregon within a public health framework • Dr. Bruce Goldberg, Director, Oregon Health Authority (OHA) convened multi-disciplinary group to identify challenges and recommend solutions • Executive Steering committee leadership from OHA agencies (Director’s Office, Department of Medical Assistance Programs, Public Health Division (PHD), Addictions and Mental Health Division (AMH) and state Alcohol and Drug Policy Commission. • Program sponsors from PHD and AMH • Co-chairs of workgroup represent Addictions and Mental Health Division and Public Health 2

Workgroup partners • State, county and local health and public health agencies • Oregon Pain Commission • Healthcare providers • Pharmacists and licensing board representatives • Members of academic community • People in recovery from addictions • People living with chronic pain • Criminal Justice Commission • Oregon National Guard • Actively recruiting new members, work in progress 3

Methods • Meet monthly to define and understand the scope of the problem • Guest speakers from community share information related to relevant topics • Chartered four subcommittees to define problem, explore current resources and practices and examine evidence to formulate recommendations. • Subcommittee subject areas: • Data analysis • Clinical practice • Education • Policy • Convene steering committee to present interim and final recommendations 4

Defined scope of workgroup • Workgroup understands the scope of the problem and continues meeting to develop strategic plans focused on the following areas: • Gather data to identify risk factors and circumstances among decedents. • Identify health care provider, pharmacist and patient education needs and develop strategic communication plans to disseminate information • Encourage health care providers to use the Prescription Drug Monitoring Program • Develop best practice policies related to screening for misuse and abuse of prescription opioids • Develop best practice policies related to pharmacological and non-pharmacological treatment of acute and chronic pain and opioid addiction • Present final recommendations to steering committee in late fall of 2011 outlining state plan to address prescription opioid overdoses within the framework of health care transformation. 5
