Intelligent Transport Systems: ETC-based telematics as key to improve Road Safety Global Ministry Conference – Round Table on ITS and Road Safety, Moscow November 19th 2009 Kapsch TrafficCom
Road Fatalities in the EU and in Russia • About 38,500 people killed in road traffic accidents in 2008/ Russia: 30,000 • 15,700 less than in 2001 - Reduction of 29% • Target of 50% reduction by 2010 only in 2017 • EU-15 is expected to reach the target in 2013 • Slowest progress in Central and Eastern European Countries • Road crash costs estimated 1,5% of GDP/ Russia € 10,5 bln (2,6% of GDP) Kapsch TrafficCom
Road Safety as shared responsibility Public Sector Private Sector • European Union • Road Safety Charter • Road Safety Action Programme • ITS Action Plan • ITS Russia • ERTICO • ASECAP • Intelli-Drive • Innovative road safety telematics solutions/ ITS applications • Infrastructure – vehicle communication • Vehicle – vehicle communication • Traffic management & traffic control systems • Domaines • Study/Research • Projects/Pilots • Funding • Deployment • Law Enforcement • Develop new business processes Kapsch TrafficCom
Road Safety as an integrated approach (3 E’s) • Education (User behavior) • Educate all potential road users – start in school or even earlier • Campaigns • Engineering • Vehicle Safety • Road infrastructure Safety • Enforcement • Enforce traffic rules and therefore discipline drivers that violate these rules and jeopardize others • Earn money which helps to increase road safety • The 3E’s should be applied in the following sequence Education Time Engineering Enforcement
ITS Technologies for Road Safety • Locationing: GNSS, DSRC • Communication: DSRC, GSM, 5.9 GHz • Image processing: Digital Video Kapsch TrafficCom
Electronic Toll Collection System Traffic Information, Management & Planning End-user Mobility Services Safety & Security Industry Solutions • Cost reduction and better data through capturing traffic data from the toll system • Improved safety and security through better traffic enforcement and observation • Better service for the driver through value added services (>> increasing acceptance for toll !) • Additional revenues through utilizing the ETC infrastructure for implementing industry solutions ETC systems as „telematics backbone“ Kapsch TrafficCom
Industry Applications (e.g. Logistics) Traffic Management Center Traffic Planning Tools OBU End-User Services Traffic Analysis Traffic Management Safety Security Industry Solutions Traffic Statistics Vehicle Tracking (Fleet Management) Speed Regulation / Red Light Enforcement Traffic Monitor (Toll Data-based) Automated Number Plate Recognition OBU-based Access Services Traffic Flow Analysis Pay-as-you-drive (Car Insurance) Data Privacy OBU-based Payment Services Incident Detection System Traffic Monitoring(Sensor based) DynamicTolling KapschTelematics Platform DSRC Data GPS Data Video Data Sensor Data Broad Spectrum of Secondary Telematics Applications Kapsch TrafficCom
Safety & Security Telematics Applications Speed Section Control Incident Detection System (IDS) Red Light Enforcement System (RLES) Kapsch TrafficCom
Traditional Speed Measurement Video based speed measurement Mobile systems based on radar Stationary radar systems Laser based mobile systems fixed systems Very efficient due to the surprise effect. A disadvantage is that they are personnel-intensive and a continuous operation is not possible. Effect of such systems is very local Kapsch TrafficCom

Advantages and main features of a Section Control • Reduce accident probability and severity (primary aim of speed control) • Reduce the average velocity on a longer road section (secondary aim of speed control) • Harmonize the traffic flow (secondary aim of speed control) • no abrupt braking at speed traps • Reducing environmental pollution (due to speed reduction) • Reducing the noise disturbance (due to speed reduction) • Automatic operation (24/7) • Extendable by additional system features: • Distance measurement • Traffic statistics • Wrong way driver detection • Height check • Adaptive velocities • Weight in Motion Kapsch TrafficCom
Effects on accident probability and average velocity • England (Nottingham) • Dead or seriously injured -55% • Italy • Amount of accidents -22% • Slightly injured -34.75% • Dead persons -50.83% • Austria(Kaisermühlentunnel) • Slightly injured -33.3% • Dead/ seriously inj. -48.8% • A reduction of the average velocity by 1% leads to 2% less slightly injured, 3% less seriously injured and 4% less killed persons. Reduction of the average velocity in the Kaisermühlentunnel (Vienna) from 85km/h to 75km/h. Source: Kuratorium für Verkehrssicherheit (Austria) Kapsch TrafficCom
Video based Incident Detection (IDS), Traffic Data and Surveillance
Wrong direction! right Intelligent Digital Video Camera Detection of Wrong Way Drivers by Digital Image Processing • Intelligent digital video camera installed at exits • If a vehicle with wrong driving direction is detected, the following actions are started: • report to a traffic control centre • alarming police • warning of drivers on that particular stretch of the road Kapsch TrafficCom
Example: Detection of Wrong Way Driver Ghost Driver (Truck) in Strenger Tunnel • The situation is alerted immediately and the following tunnel reflex is released • Minimise the negative effects of traffic disturbances like accidents or congestions • Shorten the reaction time to incidents • Automatically triggered proceedings • The tunnel entrance traffic light turns red • Real-time traffic management information signs limit speed to 60 km/h • Info signs in emergency bays and portals indicate “Attention Ghost driver”.
Red Light Enforcement System (RLS) • Detection • Vehicles are detected and identified by their license plates when entering the crossing with infra red cameras generating a front image. • When the vehicle leaves the crossing again it is detected and identified a second time by another infra red camera. • Identification • Identification of vehicles is done automatically by extracting the license plate string with a high performance Automatic Number Plate Recognition (ANPR) engine. • Verification • A comparison of the ANPR results of vehicles entering and leaving the crossing can be outlined to determine the vehicle path and to decide if a violation of traffic rules exists or not
Conclusion • Road Safety as shared responsibility and integrated approach • “Institutionalized dialog” between the Public and the Private • Public awareness and education are essential • ETC Systems as “telematics backbone” facilitating Road Safety “Add on” applications • Open standards are needed • Law enforcement as strong element in Road Safety • Safety vs. Security • Data privacy • Direct effects on Road Safety statistics & Spill over effects • Better traffic management, environment, GDP Kapsch TrafficCom
