Why Should a MS Administration Engage in Twinning? • Tangible Benefits – Activities performed at zero cost • Intangible Benefits – Networking, visibility, internationalisation
Tangible Benefits • Re-imbursement to the payroll institution of the wage and non-wage labour costs of the Resident Twinning Adviser, plus an additional 6%. • Twinning Management Costs (based on a compensation given to the institution that sends short/medium term experts to the project).
Intangible benefits • Development of capabilities and know-how of the involved human resources. • Increase the prestige of the institution. • International Relations: Strengthening relations with peer institutions in other Member States (consortia) and in Beneficiary Countries.
How well informed about Twinning are MS Administrations? • Is Twinning known also by those institutions that never benefited from it? • Are all institutions regularly informed about projects? • Is the ‘Junior Partner’ option clear to all?
How to engage institutions (I) Top management • Include Twinning in formal mission/vision/strategy paper of the institution • Prospect to top management a role as project leader/key expert Second level management • Stress the financial (Twinning Management Costs; RTA re-imbursement costs) and other incentives (international experience; work/missions abroad) • Prospect a role as RTA or expert
How to engage institutions (II) Consider a central unit for Twinning to assist in: • selecting projects to apply for • undertaking administrative assignments that will make life easier for experts and the management in all phases • drafting applications and contracts, selecting experts and consortia partners • securing adequate financial management
How to engage institutions (III) Visibility of Twinning • use local media, intranets, internet, etc. • provide internal visibility and understanding • inspire potential RTA and STE who will bring their administrative culture with them • stress the prestige of being involved in an international activity
