1. Brief historical information City of Sibiu, located in the center of Romania, was first historically mentioned in 1191 The city has a population of 170.000 inhabitants In 2007 the city was, together with Luxemburg, the European Capital of Culture
1. Brief historical information 1881- execution of the first water source for Sibiu city, with a flow of 23 l/sec. 1893- the company Rumpel & Niklas from Linz was nominated as water supply operator for the city of Sibiu

Brief historical information 1938 the Sibiu utilities company was founded, company that, after many changes, became in 1998 the present SC APA CANAL SA SIBIU The activity of the company comprises: water catchment, treatment and distribution, wastewater collection and treatment. The company ensures water and wastewater services in Sibiu, Paltinis, Ocna Sibiului, Sura Mica, Selimbar, Sadu.
1. Brief historical information In 1966 the Gura Raului collection dam was commissioned (on Cibin River), in present with a volume of 75.000 m3/day. Two more underground water sources and one surface water sources are used for Sibiu city water supply.
2. Existing situation There are 480 employees at SC Apa Canal SA Sibiu, the company has 168.000 clients and 2.500 economic agents and institutions. The annual raw water volume is of 31.3 mil. m3, of which 38,3 % represents economic agents consumption.
2. Existing situation The specific consumption is of 216 l/c/d, decreasing compared to year 2000 (370 l/c/d). Water metering percentage is 93,2 % 96 % of the Sibiu inhabitants are connected to the water distribution network. 94 % of the Sibiu inhabitants are connected to the sewerage network . In 2009 the percentage will be 100 %, due to a project financed by EU ISPA funds.
The main system flaws that have to be solved are: High water consumption (216 l/c/d) that will be reduces also with all clients water metering Taking over of the water distribution, wastewater collection/treatment in the area of Avrig si Cisnadie (approx. 35,000 inhabitants) Appropriate wastewater collection and treatment by achieving tertiary treatment 2. Collaboration between SC APA CANAL SA Sibiu and National Administration Romanian Waters SC Apa Canal Sibiu operates on Olt and Mures hydrographic basins, collaborating also with Sibiu and Mures Romanian Waters Directorates. One of the company’s main concerns is surface water quality, regulated by GD 100/2002 and 662/2005 transposing into Romanian legislation the EC Directive 75/440/EEC.The contractual relationship is related to raw water supply and wastewater discharge into natural emissaries
Collaboration between SC APA CANAL SA Sibiu and National Administration Romanian Waters There is a good collaboration between the operator and the water source administrator Thus, there are periodical or random activities performed together, for example: - monitoring of the quality parameters for raw/treated water as well as for the discharged water - data transfer between the two parties, data regarding quality and quantity of the water provided/received - prioritisation for river banks improvement and protection works for aqueducts support systems protection
Collaboration between SC APA CANAL SA Sibiu and National Administration Romanian Waters The company and the Administration have joint goals, as follows:- correct water resources use/operation - environment protection- system water loss reduction SC APA CANAL SA Sibiu makes continuous efforts to achieve an efficient water taking over and transport system, taking into account the social and economic changes occurred in Romania after 1990. The old system is over dimensioned, with obsolete and non efficient equipment generating water loss.
Collaboration between SC APA CANAL SA Sibiu and National Administration Romanian Waters In order to ensure a betterwater source protection the company, through its own funding, together with EU ISPA funds and, in the near future EU Cohesion Fund, is aiming to make the water/wastewater networks and the wastewater and water treatment plants more efficient. This is why there is a significant number of investment projects in different implementation phases. One of the most important is ISPA Measure no. 2002/RO/16/P/PE/022

Investments included in Master Plan • Municipality of Sibiu: • water distribution and sewerage networks • tertiary treatment at the Wastewater Treatment Plant • finalizing the works for building the Drinking Water Treatment Plant Sibiu Sud which will supply the city of Sibiu and the neighbouring localities Cisnadioara, Rasinari si Cisnadie

5. Conclusions According to the Feasibility Study elaborated based on the Master Plan, the investments value is 73 million Euro. The works will be finalized by 2013. The works will increase the number of the population connected to water/wastewater network.
5. Conclusions SC APA CANAL SA SIBIU is willing to co-operate with companies providing technical solutions and equipment related to water distribution, treatment and wastewater collection/treatment. Under the ISPA project we already co-operate with companies from the Netherlands, Great Britain, Turkey and Austria. The future investments financed by EU Cohesion Funds gives us another reason that the list of our collaborators will be extended also with companies from Israel. The future opportunities will be advertised by using the procedures and channels set by the European Union.
