Districting The process of drawing 4 city council election districts. Mayor will continue to be elected at-large. Happening for the first time and will occur once every 10 years hereafter! Goal is to create fair and representative districts The city of Escondido was chartered on October 8, 1888. It has a population of 147,575 people (Census 2012 estimate)
Why Do District Lines Matter? District lines define your community so that people with similar social, economic and other common interests and concerns are represented Districts create opportunities for new people to run for office and represent their community People who live in the community they represent are more responsive to community concerns
Who will draw the lines? An Independent Commission Result of a CA voting rights lawsuit Settlement required an independent commission Chosen by a panel of 3 retired judges Has full authority to create final map
What will the new commission do? Independent Districting Commission Determine budget and hire consultant Hold public hearings to collect input Draw new district maps From July through December 2013
Definition: Communities of Interest (COI) Communities of Interest (COI) are best established through oral or written testimony from individuals or groups A group of people in the same area that shares a common bond or interest Include racial, ethnic and language minority groups – but not limited to them May not be based on a relationship with political party, candidate or incumbent

Public Hearings = Community Input They can’t draw the lines without YOU! Public Hearings Schedule: Thursday - October 10 @ 6 p.m. • Saturday - October 12 @ 9 a.m. • Thursday- October 17 @ 6 p.m. • Saturday - October 19 @ 9 a.m. • Thursday - October 24 @ 6 p.m. • Sunday - October 27 @ 3 p.m. Hearings will be accessible to people with disabilities and translation will be provided.
