You can use the level again to make sure everything is configured correctly. Insert the other screws into the bottom of the frame.
Once the panel and frame are aligned, you can fix the frame by inserting the lower screws and the remaining screws. Drill the screws carefully; checking each time the panel and the frame are always aligned and straight. Cover the holes in the frame if necessary. Many plantation shutters have small capsules that you can fill with drill holes.
