PRINCIPLES OF E-DEMOCRACY • The powers of e-govern and e-citizen should be balanced • Internet should enlarge transparency compared to bureaucracy • Human rights should be embeded in the general framework design • Civil interest should be served by adequate e-access to stateware • Privacy and security should not counterstand to public legitimacy • E-information sould be adequate, sensefull and updated • E-administration should not permit unauthorized access tracking
PRINCIPLES OF E-DEMOCRACY • E-translation should facilitate unifying Europe legal codes • Information & Knowledge Authorities should become main source of e-codes • Legislation should ensure e-democracy dissemination • Education should incorporate e-rights, e-deontology and e-conduct • European e-freedom should not violate fundamental moral rules
PRINCIPLES OF E-DEMOCRACY • Coherency of e-subsystems should be scientifically certified • Dynamics of e-governement system should be studied • Fault diagnosis principles and methods should be incorporated • Studies on preventive projects, twilight zone, societal trends • Standardization trends balanced by local needs and stage • IT & KT consequences on enlargements/constraints of democracy
