How did electronic filing arrive in Arkansas? • Outdated system needed replacing. • Lots of Public Relations with Attorneys and General Public. • Revamped over 100 processes and procedures. • Training Court Staff. • First eight months were the hardest. • Arkansas Bankruptcy Court went live in 2001.
Electronic Case Filing Attorney Training • Attorneys (& staff) had a year to voluntarily get trained & certified in LR or Fay. • Attorneys awarded 3hrs of Continuing Legal Education (CLE) Credit. • Attorneys who file in paper are issued Order to Show Cause (OSC). • As of this date, 97% of court’s filings are in electronic format.

Impact on the Clerk’s office • Before ECF, Clerk’s office was staffed at 50. Currently, there are 43 staff members. • Court received a 13% increase in filings with less staff. • Quality Assurance and Customer Service is TOP PRIORITY!
Processing Orders • Judges staff accesses orders received through e-mail and determines if order is ready for processing. • If ready, order is moved to “Ready for Signature” electronic folder and electronically signed by Judge. • It is then electronically forwarded to Case Administrator to enter order on the ECF docket and notice to all appropriate parties.
