  2. Shoreline Management Act • Passed in 1971 • Purpose was to • Promote preferred uses along shorelines • Protect shoreline natural resources • Promote public access

  3. Shoreline Management Act • Applies to ‘shorelines of the state’: • All marine waters • Streams & rivers with mean annual flow of 20 cfs or greater • Lakes 20 acres or larger • Upland areas 200 feet from OHWM and associated wetlands

  4. Shoreline Management Act • ‘Preferred uses” are water-oriented: • Single-family residences • Ports, marinas • Shoreline recreational uses • Water dependent commerce & industry

  5. Shoreline Management Act • Balance of authority • County responsible for regulating shoreline development & use – Shoreline Master Program (SMP) • WDOE authority to review Shoreline Master Programs and certain types of permits

  6. Shoreline Management Act • Shoreline Master Program (SMP) • Implements Shoreline Management Act locally unique to our geography, economic, & environmental needs • Vision for future development & use of shorelines of the state • Goals, policies, regulations

  7. Why Update the SMP? • Required under Shoreline Management Act • SMPs required to meet new Guidelines • GHCo required to start in July 2013 and complete by June 2016 • WDOE provides grant funds

  8. Why Update the SMP? • New under the guidelines: • Maintain current state of natural environment into the future (“no net loss”) • Plan for preferred uses based on current conditions & long-term needs • ID areas appropriate for public access • Plan for restoration • Balance statewide with local interests

  9. SMP Update Process • Three-year process • Technical background documents • Shoreline Inventory, Analysis, & Characterization Report • Restoration Report

  10. SMP Update Process • Draft SMP Development • Goals, policies, & regulations • Cumulative Impact Analysis • No Net Loss Reports

  11. SMP Update Process • Local adoption • State adoption

  12. SMP Update Process • Public participation required • Shoreline Planning Committee • Community workshops and open house events • Webpage (www. ghcsmp.org) • Public hearings (county & state)
