Objectives of national MRV roadmap workshop • Summary of Ethiopia’s national REDD+ process, review of policy opportunities and strategies • SESSION 2 • Assessment of drivers of forest carbon change • SESSION 3 • Assessment of current data and capacities of Ethiopia • SESSION 4 & 8 • Training/introduction of IPCC Guidelines on LULUCF • SESSION 5 • MRV capacity gap assessment • SESSION 6 & 7 • Discuss an institutional setup and role and responsibilities of different national actors, including the role of local experts and communities • SESSIONS 9 & 10 • Development of road map for building a sustained MRV system within the country as basis for developing the road map ToR • SESSION 11& 12

Overview of activities proposed 1. Establish institutional arrangements 2. Improve national forest monitoring: activity data 3. Improve national forest monitoring: carbon stocks and emission factors 4. Improve estimation and international LULUCF, GHG inventory and REDD+ reporting capacities 5. Prepare for MRV of REDD+ activities on the national level 6. Implement a program for continuous improvement and capacity development 7. Sustained internal national and local communication mechanism on REDD+ monitoring
Overview of activities proposed Establish institutional arrangements • Establish steering/coordination body for the REDD+ NFMS/MRV system • Establish technical working group(s) and facilities • Establish a mechanism for exchange of capacities, experiences and data between national and local forest monitoring activities • Develop framework to engage with research and higher education institutions
Overview of activities proposed Improve national forest monitoring: activity data • Assess options for forest definitions • Create an updated and improved national forest map • Conduct consistent national forest area change assessments • Assess and estimate activity data for forest degradation
Overview of activities proposed Improve national forest monitoring: carbon stocks and emission factors • Design and implement a national forest inventory and carbon measurement system • Collect and further develop Carbon Conversion, Expansion Factors, Wood Density and Root/Shoot Ratio • Assess different drivers/processes of change and their carbon impact (emission factors)
Overview of activities proposed Improve estimation and international LULUCF, GHG inventory and REDD+ reporting capacities • FEPA leadership to engage in technical support and training for national GHG inventories (using IPCC LULUCF guidance) and for upcoming REDD+ performance reporting
Overview of activities proposed Prepare for MRV of REDD+ activities on the national level • Identify, integrate and conduct monitoring for local REDD+ demonstration activities • Test approaches and options a forest reference (emission) level for Ethiopia • Develop foundations and data sources for a REDD+ Safeguard information system
Overview of activities proposed Implement a program for continuous improvement and capacity development • Design and implement a capacity development program building on available national capacities and international support where needed • Seek assistance from relevant international partners on key data and methods: • Seek partnerships with regional organizations and international research partners (i.e. South-South cooperation and student/staff exchange etc.)
Overview of activities proposed Continued national and local communication mechanism on REDD+ monitoring • Conduct a series of regional workshops to inform about REDD+ and MRV among national and local actors • Produce communication plan, web-site and outreach materials
