Steering Team Meeting Decisions: May ‘06 • POSC (on behalf of the GUWI Steering Team) was authorized to finalize and sign a Letter of Intent with IHS to serve as primary service provider • Acknowledging arrangements for the previous IHS proprietary international well identifier to become available to POSC and industry for designation as the Industry Standard Global Unique Well Identifier. • Setting out the terms and conditions of the serivce to be available to all without restriction

Key Agreements • Documents the intention of IHS to contribute the IHS “international” identifier to the Public Domain • Recognizes IHS as provider of the GUWI service for an initial period of three years • Recognizes POSC as the body responsible for managing the public well data on behalf of the E&P industry • Recognises the role of a Well Identity Services Work Group to oversee the service • States that future well data will be released as public unless the registering organization specifies otherwise • Commits the parties to work with the Steering Team to establish detailed terms and conditions

Initial IHS Service Master Well Index • We will initially populate the MWI with all of the IHS Energy wells in the Canadian, US, and International databases; these will be flagged as proprietary. • Over time, we will add to this data on new and unique wells provided to us by customers; these will be flagged as public. • New and unique wells added through IHS Energy research and accumulation processes will continue to be flagged as proprietary.

Initial IHS Service For our customers: • We will deliver the full MWI for the regions that they subscribe to. • We will deliver records flagged as public for the areas that they don’t subscribe to. • The proprietary content of the MWI will remain the property of IHS Energy covered by existing data contracts. For non-customers: • We will make the records flagged as public available

Well Identity Service Agreement • The Well Identity Service will be provided by IHS under contractual agreement with Energistics (on behalf of the E&P industry) • The agreement will include the definition of services, service levels, terms and fees • Registration of new wells and issue of GUWI • Matching of existing well and assignment of GUWI • Provision of public well data set • ... Details of services and service levels to be defined by the WIS Work Group

Public Wellbore Data: India • DGH Role? • Industry Role? • Over 7,500 wellbores “in” India are registered with IHS • Operators: ONGC, Oil India (Private) Ltd., Cairn, others • How did IHS obtain India wellbore data? • Why would DGH and/or India operators register wellbore data with the Standards-based service? • What do we have to do to prepare? • Would Indian oil companies encourage use of Standards-based services for non-India areas of operation? • Which areas are important? How can we help?

Well Identity Services (WIS) Work Group • Role • Advocate, define requirements, initially review, and promote industry standards that support the GUWI initiative • Advise Energistics on services to contract to support the GUWI initiative • Membership • Open to all organisations • Sponsoring member • Provide funding through membership fees (based on company revenue) • Voting rights on budget and major service changes • Participating member • Participation in Work Group meetings • Contribute resources and expertise to activities

  20. SIG and Initial Work Group Fees * Energistics Sustaining Members who have the “SIG Package” pay no additional Data Mgt SIG fee.
