Opportunity Opportunity A global SIDS energy program – demonstrate a replicable model to transform island economies from primarily fossil fuel electricity generation to high levels of RE-based electricity production.
SIDS STEP • Objective • Facilitate and enable increased levels of RE-based power generation in island economies. • Transition the electricity systems of SIDS in the Caribbean, and Atlantic, Indian and Pacific Oceans (from diesel-based to RE-based) in the next 5 years. • Proponents: • United Nations Development Programme (UNDP) • Sustainable Energy for All (SE4All) Secretariat • Rocky Mountain Institute-Carbon War Room (RMI-CWR)
Approach • Three complementary components will guide the approach: • Integrated Resource/Energy Transition Planning • Renewable Energy Investment Development and Implementation • SIDS Energy Transition Community of Practice
Approach • SIDS-STEP will engage this approach with 10-15 SIDS globally, • Engage all SIDS to facilitate knowledge sharing and lessons from implementation. • SIDS-STEP will coordinate closely with relevant regional partners to support participating and non-participating SIDS-STEP countries. • To Date – 5 SIDS have provided Letters of No Objection (LoNOs) • ATLANTIC: Guinea-Bissau • INDIAN: Comoros, [Seychelles and Mauritius] • CARIBBEAN: Bahamas, St Vincent & the Grenadines • PACIFIC: Vanuatu • Additional LoNOs: Belize, St Lucia, and Sao Tome & Principe, Maldives.
Program Structure • Global framework program funded by the GCF, and a series of national-level renewable energy projects under its umbrella. • Individual country proposals – including national-level implementation mechanisms and descriptions of the investment-ready renewable energy projects – will be submitted on a rolling basis. • Addressing barriers to transitioning to RE-based power generation • Integrated Resource Planning • Policy and Regulatory Reform • Project De-risking • Standardizing Project Documents and Approaches • Access to Investment Capital • Capacity Building and Implementation Support
