ICE Grant Program • DHS (FEMA) awarded $79.6 M in Sept 2003 • Coordinated with DOJ COPS Office • Purpose: Help communities develop I/O Comm • Cross jurisdictions: Fire, Law Enforcement, & EMS • Illustrate and encourage new technologies & operations • Governors nominated 1 lead site per State/Territory • Large, small, rural, urban, cross-border, infrastructure • 17 Demo Sites - competitive grant process • Cap: $6 M (5 sites) • 25% Local Matching Funds • Range: $846 k - $6 M • Less than $5 M at 6 sites
ICE Grant Program • Leading State Interoperability Programs: • AR, DE, IA, IL, MD, MI, MN, MO, MT, NH, NY, PA, RI, VA, WA, WV • First 700 MHz system, Independence, MO • ME Regional Switch at Master Site • First M/A-COM VIDA Network, Eastern Shore, MD • 9 Counties, 57 Cities, 80 Fire, 61 EMS, 8 State, 7 Fed, & 3 Utilities • OPSCAN in Olympic Peninsula, Clallam Co, WA • Olympic Ring: Consortium of 42 Public Safety agencies • 3 Indian Tribes, State, Federal, Canada: RCMP • SAFECOM: 1 of 5 selected as national models: Small Rural • Tri-State Siouxland Region: IA, NE, SD • United 232 • State fiber-optic network • St. Clair/McLean Counties, IL • User Friendly and State STARCOM21 connectivity • Erie County (Buffalo area), NY • New $33M Consolidated Communications Complex
