  2. Program Overview • Component of the State’s ABC initiative • $2 million awarded FY 06-07 • Funds six community-based programs in Cuyahoga*, Fairfield*, Franklin, Logan/Champaign, Montgomery* and Union counties. * Females Offenders Only

  3. Target Population • DSM IV diagnosis • Ages 10-18 • Substantial mental status impairment • Co-occurring substance abuse • Charged and/or adjudicated delinquent

  4. Program Details • Program sites must use an evidence-based best practice model • Gateway into the program is through Juvenile Court

  5. Preliminary Data • 429 enrolled • Cuyahoga – 35 • Fairfield – 11 • Franklin – 119 • Logan/Champaign – 189 • Montgomery – 57 • Union – 18 • Gender • Males - 51.5% Females – 48.5% • Average Age = 16 years • Race • Caucasians – 64% African Americans – 29%

  7. DSM-IV Diagnoses • Females: • Oppositional Defiant Disorder (29%) • Cannabis Abuse (19%) • ADHD (17%) • Bipolar Disorder (10%) • PTSD (9%) • Males: • ADHD (26%) • Cannabis Abuse (23%) • Conduct Disorder (23%) • Oppositional Defiant Disorder (21%) • Major Depression (10%)

  8. Diagnoses • At intake, 31% of the children were already on medication for emotional/behavioral symptoms • At intake, 30% of the youth have co-occuring mental health and substance abuse diagnoses

Juvenile Court Data – Logan/Champaign County • 189 youth accounted for 523 charges prior to Intake (16% felonies) • Unruly (19%) • Domestic Violence (8%) • Theft (6.3%) • After Intake, 35/189 youth accounted for 50 new charges (5% felonies) • Curfew violation (12%) • Theft (12%) • Underage Consumption (12%)

  11. Substance Abuse • Average Age of initial use: • Cigarette: 11.8 years • Alcoholic drink: 13.1 years • Marijuana: 13.0 years • Cocaine: 14.6 years

  18. Discharge Information • 106 children discharged from BHJJ • 55% successfully completed treatment • 17% Client withdrew/rejected services • 15% moved • Out of 429 youth, only 2 (.004%) have been referred to DYS. • These two females were taken out of DYS and placed in BHJJ as a step-down.

  19. Next steps • Continue data collection and analysis • BHJJ sites continued for 2 additional years
