Preparedness and response strategy - Action is in order to save lives, relieve suffering and contribute to human dignity - Support Pacific partner governments in their preparedness and response initiatives and actions- Leverage existing strengths and expertise
Preparedness and response strategy • Fewer, longer, deeper • Aligns with principles of Good Humanitarian Donorship(eg. funding allocations according to needs; committed to strengthening capacity in affected countries; ensuring response leads to long-term recovery)
Preparedness • In the Pacific preparedness includes: • Early warning and capacity support to NDMO’s in the South West Pacific (Samoa, Cook Islands, Tonga, Niue, Tokelau) via the Ministry of Civil Defence and Emergency Management (MCDEM) • All-hazards end to end early warning systems in Samoa • Support Pacific regional agency preparedness work
Preparedness • In New Zealand preparedness includes • Pre-positioned supplies • Arrangements with providers • Guidelines and SOPs • Emergency Operations Centre (EOC) • Trained and experienced staff 24/7 • Standing arrangements with NGOs • Relationship with a range of stakeholders and partners
Pacific disaster response In any response, we support the response mechanisms of national governments(which have the primary responsibility for the well-being of their citizens), local partnersand other international actorsthat are operational on the ground.

3. Funding mechanisms and allocations
Multilateral multi-year allocations (incl. UNOCHA, WFP, UNICEF, IFRC, ICRC, Red Cross) Pacific regional agencies (eg. SPC (SOPAC) and SPREP) Pacific response allocation Disaster Risk Reduction through bilateral and regional programmes Contestable NGO Funds [eg. Humanitarian Response Fund (HRF) and State Sector Partnerships Development Fund (SSPDF)]
