Second exchange PWS Workshop focused on WLRC watersheds March 24-28, 2014 Nanyuki, Kenya • 25 participants: Kenya, Ethiopia, international participants from Forest Trends (South Africa, Bolivia, North America) • 6 PWS case studies presented (Kenya, Tanzania, Bolivia, South Africa, etc.) • Field visit and working sessions
Proposed IWS for Abbay Basin (ETH) GERD+ Mandaya + BekoAbo + Karadobi • Goal • Reduce siltation of dams, increase base flow and enhance power generation • Improve land productivity and livelihoods of upstream communities GERD Base
IWS as a mechanism for win-win solution • DOs: • Increased productivity • Improved livelihoods Beneficiaries pay through EP Agency • DOs: • Less sediment • More base flow • Better power SOURCE: Modified from - Charting New Waters: State of Watershed Payments 2012.
BAU Scenario (and key players) Land users / farmers Soil erosion / sediments Investment: Nil No SLM / Productivity Water supply M. of Agriculture Efforts not comparable ETH Power Authority Power
Desired Scenario (and key players) Land users / farmers Investment: ~50M USD SLM / Productivity Soil erosion / sediments Water supply MoA and others ETH Power Authority Better Efforts - IWS Power
The Deal: Ethiopia • ETH Power Authority as a buyer of environmental services – through: • Add IWS charges on the tariff • Collect and channel to upstream communities • Upstream communities/land users • Manage the ecosystem as per agreed plan and generate desired outcome • Develop their capacity • MoA • Support implementation process • WLRC • Facilitate and monitor the whole process & KG
Map on water abstraction (Kenya) DRAFT • To be cross-checked with CETRADand other local stakeholders
Action plan in both countries (ETH/KEN) • Initiate process takes time • Develop concept • Done for ETH -> shared with FT/SDC • KEN -> need further thinking • Look for additional support • from Forest Trends/SDC
