HISTORY • In a meeting held during the NSW Community Transport Conference in Byron Bay 2005. • Discussion • The need for a National Peak Body of Community Transport Organisations • The main reasons for forming this National Body are: • To give voice to the concerns of community based transport organisations at a national Level. • Be a peak lobbyist/advocate on national issues; e.g. fuel, bus replacement, insurance. • To set National Standards • Information Sharing • Raise the profile of community based transport.
MEMORANDUM OF UNDERSTANDING Between: The Community Transport Association of New South Wales Inc. (“CTO”) The Victorian Community Transport Association Inc. (“VCTA”) The Queensland Community Transport Industry Association Inc. (“QCTIA”) The Representative/s on behalf of the Community Transport Providers of Western Australia (“WA Representative”) The Representative/s on behalf of the Community Transport Providers of South Australia (“SA Representative”)
AIMS & OBJECTIVES • Aims and Objectives of ACTA shall be to: • Provide a forum for the State Associations and the State Representatives to meet and to discuss matters of mutual interest; • Represent Community Transport providers within Australia; • Make representations to Government, Non-Government and the Private Sector on behalf of its membership; • Provide information and support to its Community Transport providers in Australia; • Develop policy and standards that promote best practice in Community Transport organisations; • Promote Community Transport issues throughout Australia; and • Liaise with organisations involved in transport nationally and internationally.
AIMS & OBJECTIVES • Secretariat • ACTA shall establish a secretariat in Canberra; and • The secretarial duties, and the funding thereof, shall rotate between the States as agreed to at Board level from time to time. • National Conference • The Parties agree to work together towards establishing a bi-annual national Community Transport Conference.
MEMBERSHIP • Each State Association shall be entitled to nominate two [2] members to the Membership of ACTA, which members shall become Directors on the Board thereof; • The Board shall be entitled to co-opt two [2] representatives of the States where there are no State Associations, upon due consultation with as many Community Transport providers within the state as is practical under the circumstances; and • Each member shall be entitled to one vote each, save for a deadlock, in which event the Chairman shall have the casting vote.
BOARD • Each member nominated or co-opted shall become a Board Member; • The Board shall elect a Chairperson, Vice Chairperson, Treasurer and Secretary from its members; and • Each Board Member shall serve for a period of two [2] years, but may continue for further periods upon securing the nomination as member from their State Association.
