Introduction: working with the Member States • International policy dimension → Co-secretariat to the Protocol → European E&H Process → Environment for Europe process • Technical assistance → Biennial Collaborative Agreement → Other country programmes (ad hoc)
Biennial Collaborative Agreement • 2-year agreement between a MS and WHO • Currently 29 MS of EURO • 36 areas of work (Health & Environment) • Results-based approach
Formulation process • Identification of priorities (2nd half of the preceding biennium) • WHO internal process • Letters to the MoH • Once priorities are set, CERs and Products will be developed, and funds allocated (by early September) • Draft BCAs are presented at the RC (in September) • Finalization and signature (by the end of the preceding biennium) • Development of the detailed workplan
BCAs in Water and Health • Often formulated to complement the provisions of the Protocol on Water and Health • Contribution of experts from the network of WSN including WHO CC
Current achievements • Waterborne disease surveillance – MDA, RUS, CAR • Water quality monitoring and laboratory training – ROM, TKM, CAR • Legislative reform – MDA, TJK, TKM • Dialysis water quality - CRO

Products of BCA for wider use • Project proposal on health impact assessment of long term exposure to highly saline drinking water in the central Asian republics • Waterborne diseases surveillance manual adjusted to local needs • An operational manual for safe water for haemodialysis purposes • Training module for laboratory training for water quality analyses in Russian
