The spate of malnutrition deaths in ROGINAGAR district continues to take its toll. Soon after the death of 23 children caused by malnutrition and disease, the district witnessed the death of 28 more children despite the administrative overdrive to contain the malnutrition. The majority of child deaths have happened in a tribal community.
As a fact check, the Chief Medical Officer of Roginagar district conceded that 395 infants out of a total of 950 births in the block were underweight at the time of their birth. Moreover, 90 per cent of the tribal women were found to be suffering from anemia.
In the meantime, the malnutrition deaths have created an uproar across the nation with all the media channels giving round the clock coverage to this ‘national shame’. The matter got even more serious when the National Human Rights Commission of India took cognizance of the matter and issued a notice to the Chief Secretary of your state government for submitting an action to be reported within six weeks of the notice. Compelled to axe, he immediately transfers the district magistrate of Roginagar district. You were the DM of KUSHIPUR and have had a reputation of creating a lot of health care innovations in that district. The CS transfers you to Roginagar, as he finds you as the most suitable person for the job and makes a personal appeal – “Please save the children”.
After assuming office, you immediately do a situational analysis. It throws up some real challenges. • The district has a very tough terrain and close to 65% tribal population inhabit the district. • The infrastructure and connectivity are also very poor. • There is a government medical college in the district. • The health care delivery in the primary health centres in the district has been substandard due to the huge number of vacancies for doctors in them. • The report of the external monitoring team showed that ICDS in the district is in shambles and the quality of food is also very poor. • And since it is February, the finances of the district are not that encouraging either.
You realize that there could be no better illustration of the ‘Murphy’s law’. But the sight of the poor children strikes your mind and you pull up your socks and set out to solve the crisis. How will you proceed?
