MultiNational Working Group (MNWG)Update PJCC 2012 26 July 2012 Honolulu "This information is furnished upon the condition that it or knowledge of its possession will not be released to any nation outside of those participating in the JTIDS/MIDS Multinational Working Group (MNWG) without specific authority of the United States Department of Defense; that it will not be used for other than military purposes; that individual or corporate rights originating in the information whether patented or not, will be respected and; that the information will be provided the same degree of security afforded it by the Department of Defense of the United States."

  2. Link 16 MNWG • An ad hoc open forum to discuss information that promotes worldwide international cooperation on issues dealing with Link 16 EMC and Spectrum support • Previously known as the JTIDS/MIDS MNWG • New Link 16 capable radios have led to the name change to Link 16 MNWG • The Link 16 MNWG is open to: • Nations that have Link16 or are planning to have Link 16 • Nations developing new systems in or adjacent to the band • NATO and equivalent organisations • And both military and CAA’s • The primary goals are: • Obtain common frequency clearances across international borders to promote flexibility • Exchange technical information, spectrum support information and operational information to obtain frequency clearances and promote interoperability

MNWG 2011 • MNWG 2011 held in Luxembourg, 23-27, May • Over 70 people attended; 23 nations represented • PACRIM Nations that attended: Australia, Canada, Japan, Singapore, Taiwan, Thailand, US • Agenda: • Tutorial held Monday • SASWG held Tuesday • Main session held Wednesday - Friday morning • National FCA updates, Link 16 Deconfliction including US Link 16 Pulse Deconfliction Server (LPDS) demonstration, spectrum access initiatives, test programs, New Link 16 terminals (Strike Common Weapons Data Link and JTRS), spectrum related proposed changes (Platform TSDF Awareness, STANAG 4175 IPF Requirement update, Frequency Remapping), Link 16 operations

MNWG 2012 • MNWG 2012 held in Lake Neuchâtel Switzerland 7-11 May 2012 • 82 people attended; 22 nations represented • PACRIM Nations that attended: Australia, Canada, Japan, Singapore, Taiwan, Thailand, US • Agenda: • Tutorial held Monday • Spectrum Access Subworking Group (SASWG) held Wednesday • Main sessions held Wednesday – Friday • Test programs, National Frequency Clearance Agreement (FCA) Updates, FCA compliancy tools, spectrum access initiatives, Link 16 operational processes, Link 16 Industry updates

  6. Future MNWGs • MNWG 2013 is scheduled for April 22-26, 2013 at Taipei, Taiwan • MNWG 2014 is TBD • Mr. Mario Lavoie from Canada will be the chair for both meetings • www.mnwg.org to register for access to MNWG website

MNWG Subworking Groups • Spectrum Access Sub-working Group (SASWG) was formed at 2009 MNWG to address impacts and monitor design efforts of new systems being considered under the AM(R)S and RNSS (i.e. GPS L5 and Galileo) allocations (US Lead) • Need to ensure that new systems deployed under RNSS and AM(R)S are compatible with Link 16 systems! • As a result of this group, Link 16 compatibility with GPS L5 and Galileo receiver systems has been promoted • Current focus is on monitoring developments of new systems under AM(R)S (i.e. L-Band Digital Aeronautical Communications System (LDACS) • Numerous comments and concerns have been submitted to EUROCONTROL, ITU working parties, and other Military and Civil groups • Meets multiple time a year (face-to-face, VTC)

  9. MNWG Subworking Groups (cont) • Frequency Clearance Experts Group (FCEG): Objective is to generate a CFCC document based on existing test data and analysis. (UK Lead) • A draft CFCC document was presented at MNWG 2012 and is posted on the MNWG website for comments • European JTIDS/MIDS Cross-border Coordination (EJCC) Sub-working Group formed to address European cross border issues (Belgium Lead) • Generated a Standard Operating Procedures (SOP) for European Link 16 operations • Next EJCC scheduled for 5 – 8 November 2012 in Ferrara Italy.

MNWG Subworking Groups (cont) • Pacific – JTIDS Coordination Committee (PJCC) Working Group • Beneficial in resolving potential issues within the Pacific or Pacific Rim Nations before they become problematic • Venue for the dissemination of frequency clearance information • Understanding of Link 16 - Tutorial • Frequency Clearance conditions and the Common Frequency Clearance • EMC Test Data • Participation in the MNWG main session difficult for some Pacific Rim nations • Next meeting in Taipei may be a good opportunity due its proximity • Contact the chairman: mario.lavoie2@forces.gc.ca for more information • PJCC always scheduled in conjunction with the PACOM SMC
