Background of Issue • At May TX SET and June RMS – TXU ED brought forward questions related to processing large volumes of 814_20s. • Request of TXU ED at June RMS – • Establish a task force to: • Establish future volumes and processing requirements • Evaluate current TIBCO project to determine capabilities • Determine options for increasing ERCOT processing • Explore other transactions or other Market Notification processes • At June RMS – ERCOT said we would discuss internally and bring back ideas to help RMS leadership determine next steps.
Large Volumes / Business Reasons • Potential business reasons for large volumes of 814_20s • All TDSPs - Annual Validation • All TDSPs - T & C’s requirements for duplicate address clarifications • All TDSPs - Retirement of temporary accounts (volumes may vary by TDSPs) • TXU ED - Rate Expansion – approx. 3,000,000 accounts (weekend conversion) • TXU ED - On going conversion of AMR project over next 5 years • TXU ED - Future rate and franchise changes processes
Current Processes • Load Profiling Guide outlines the process for annual validations. The TDSP and ERCOT work together on schedule to process large volumes • For 2006 – approx 867,000 will be sent • Approx 200,000 per weekend – across 4 weekends (Fri/Sat/Sun/Mon) • Future volumes expected to drop to approximately 300,000 per year • ERCOT process capabilities for 814_20 maintenance transactions are currently between 25K to 50K transactions daily.
Ideas to Consider • Draft protocol language to address large volumes for business reasons other than annual validation – may want to consider the plan of coordination between TDSPs and ERCOT • After protocol changes are approved, then ask TX SET to look at • New file format for large volumes of 814_20 maintains to be sent in 'mass update file' to load at ERCOT • New file format for large volumes of 814_20 maintains to be sent to CRs to communicate ‘mass update file’ • Additional type of 814_20 maintain – separate out information that needs to be sent to ERCOT or CR only • Ask ERCOT for additional analysis after implementation of TIBCO, (in Jan 2007) with volumes and timings • After Nodal system design, explore processing window changes (uncouple from batch)
